Feel free (please do!!!) to jump in on the discussion on twitter and show these mods that the problem is worse than what they are making it. I think you can search for LovveL to find me and the thread with Mod Lyon.
Rank #56 Overall. 8000/1****? Hard caskets stacked. 7000/8****? Elite caskets stacked.
31/37 boss logs completed - Ultimate Slayer achieved
Would you trust a Price-checking service that has bots running in W2 advertising themselves constantly? I wouldn't!

@everybody who wants answers... who wants the truth...
We can't handle the truth! We Scapers live in a world that has toxic players, and those toxic bad apples have to be guarded by Jmods with Security Features. Who's going to do it? You? Me Dilbert2001? Jagex has a greater responsibility than you can fathom. You weep for a few players who hop worlds a few more times and you blame Jagex. You have the luxury of not knowing the login server attackers but you can't now as I unveiled the plain truth - the login server attackers.
While not perfect for inconveniencing a few innocent players who accidentally hopped worlds too many times, Jagex actually saved our beloved games by locking out plenty of true attackers.
I don't hop worlds excessively ... I usually hop worlds 1 time a day and that's to go to traveling merch .... WORLD HOPPING HAS NOTHING TO DO WITH MY ISSUE .... You clearly have no (insert vulgar words here) clue and clearly DO NOT READ (or maybe you just have comprehension issues) what people are actually saying ... As for Jagex's "greater responsibility" ... their responsibility IS TO THEIR CUSTOMERS ... whether they p2p or not ...
I dunno if you just like posting to make yourself look smart or what .. but you are FAILING miserably!!!!
Jagex has the responsibility to ALL THEIR CUSTOMERS too. Unfortunately, they have to do whatever they need to do to stop the attackers.

Whilst I cant say that I like his attitude, Dilbert2001 is right.
Let me translate Mod Lyons post from developer language into English:

Hi,
To be clear, the "error" you are seeing itself, is not a bug. It is a part of our systems that is aimed at protecting itself. Legitimate players seeing it could be considered a bug, and we are aware of some players being affected.
There is a balance to be struck with security measures like this.
Not strict enough and the 'login server attackers' compromise the game.
Too strict and legitimate players cant log in.
So, to some extent, the 'login server attackers' have won since the players with this problem - who cant play - is clearly a price Jagex is willing to pay.
Hence the lack of language from any JMod except on this post.
You are not getting any replies that you consider meaningful because its working like this by design.
It is reminiscent of the their bot detection systems and the false positives they must inevitably raise. A balance must be struck.
Every company does the same thing to safeguard their servers too, not just Jagex. For some companies like Blizzard, they don't just lock out attackers for a few minutes when they attack with actions not intended for their games, Blizzard banned them right away. Same case holds for social media like Twitch.
I cant see this getting better any time soon.
Assuming the motives of the attackers is malevolent towards Jagex in some way, the crippling of paying customers accounts is a win that will likely encourage them to new heights of whatever it is they are doing.

@Dilbert2001 - As you can see from my post I largely agree with you.
Once this kind of things starts, its an arms race.
Nevertheless, the lack of any meaningful communication is shameful given that people are being denied something they are paying for.

ok so I can't log into my account .... first they say it's a IP address issue .... well I have tried to log into my account with 3 different IP addresses ... I can log into my account on my phone ... I tether my phone to my pc and still can't log in .... so I tried to make a new account ... now lets remember SAME IP ADDRESS ... guess what ... I made a new account that I will never in my life use and have no (insert a very long list of vulgar words here) issues logging into it ... SO WTF?????

The attacks are definitely malevolent and sustained, according to Jagex. For instance:
" Our game worlds were subjected to a sustained attack."
Things are actually getting much better lately as we can see previous attacks like the March one (probably related to the Archaeology release) brought down the login servers, resulting in most players couldn't login. However, because of the experience Jagex gained and the better control of their servers subsequent attacks over the last 5 months have been only limited to a couple of high population worlds.
The post on the official Jagex website should also answered yours (and other people's) concern of the lack of communication from Jagex. The fact is they actually have acknowledged the origin of the "too many login attempts" issue and denounced the attackers.

Rest assured, like bots, 3PC and other forms of DDoS attacks and grieving, it is always an arm race.
However, as Jagex is growing bigger and bigger they are also gaining a lot more helping arms on the way. Server technologies and frequency of maintenance are improving fast too as we can see.
I think Jagex's owners made it known they are determined to turn Jagex into a AAA company. All AAA companies have to win these arm races to get to the promised land. I am sure they have not just the arms but also the ammunition of their own to conquer more lands on the way there.

Runescape will NEVER be as good as it was .. I started playing in 2003 became a member in 2004 or 2005 (ya too long ago for me to remember) .. I LOVED Runescape ... world 36 was my home world ... It was like a big family world .. You couldn't go anywhere in 36 without running into someone you were friends with ... Then that dreadful update happened that ruined Runescape for me ... they turned my home into a zmi blah blah BS world and changed it from being eastern US to UK .... slowly people started leaving .... then I left ... not 36 but I left Runescape (life got real and complicated) ... 9 years later here I am ... back with Runescape back to a empty world 36 ... My bunny ears are gone ... missing ... Diango lost my damn bunny ears and Jagex won;t even respond to my support tickets about that ... All my slayer kill counts gone ... all my treasure trail counts gone ... all my boss kill counts gone ... etc etc etc ... Now most players afk to get their levels or they buy their levels and what's amusing is they brag openly about buying their levels ... and the sad of it all is Jagex allows it ... they offer dxp .. they offer keys for xp lamps ... and they basically made every skill afkable ... I worked for and earned every one of my 99's (with the exception of construction and dungeoneering ... those I got 99's at the 2020 beach event ... and it was effortless) and now I can't even fight any bosses because I refuse to use the EOC ... I stick with legacy ... Some people who use EOC are just greedy assholes when it comes to working on slayer ... they hog everything with aggression pots and don't give a damn about anyone else .... I have spent a ton of real money on Runecoins to buy the outfits .. and now after being back since December 2019 I get affected by a bug in August that won't even let me log in half the time ...
