That is wrong. It may not make sense on a very first glance, but that's literally something you've always had been confronted with ever since membership was a thing.
Wow, that being harsh on me and I am offended. I never once confronted membership was thing. I only did research based my educated opinion to salvage f2p items what would make sense at the time. I was only helping and not ranting about it.

All I did was contradicting your statement, there was no offence meant in that and my tone wasn't meant to be harsh or something like that. If you feel so - my apologies.
But yeah as I said - it's by far not the only case of which some intermediate thing of a family of items is only available to members, so this isn't something that should be reasoned with 'making sense' or not - it just happened often enough in the past.
In here it's just something, that isn't as trivial as allowing free players to use an already existing recipe, which is adequate for them to use requirement wise and for which they have access to all components right now - just not the access to said recipe, there aren't any quest locks to overcome - it just needs membership. And this is something that just should be allowed to be mentioned - and also be discussed if it could be solved otherwise. If we just regard status quo I'll absolutely stand to my previous statements.

That generally sounds like it would be worth a bug report ingame, since it certainly can't be intended for the game to default to something players just can't use. Since if it does this for free players I also would expect it could default to spells like slayer dart, divine storm or auroras for players not having unlocked them.
Maybe the setting also could be refined for players to choose something manually to default to. The system really isn't that smart after all - there is no reason to choose the highest levelled spell if you were to use a lower levelled weapon with some kind of special effect like inquisitor. Surge spells wouldn't have any benefits in that case either over wave - they just cost more.

It would be nice if when you equipped a magic weapon, the magic spell list didn't try to go to a P2P spell.
If you're on a F2P server, and If you're able to cast Air Wave or Air Surge, the game will try to go to the P2P spells and not the top F2P spell.
I've noticed it too. It should be fixed.
The game must default to the highest spell you have the Magic level for, but without taking membership status into account. I even get the message saying that I have to be a member when I equip a wand or staff.
Apparently the cheese and/or tomato in Draynor is no longer reachable, cutting off what used to be a very useful F2P spawn for items not otherwise accessible in F2P. You can't even telegrab it. This should be fixed.
How to block a forum user
Just checked it out - the cheese can be freely picked up, but the tomato is blocked by a chair. Unsure since when it is like that, since those two items spawn in an entirely different building than in OS. So it's entirely possible it is like that for quite some time now.
It might be worth a bug report ingame, but I think it's a rather minor issue, since free players aren't locked out from those things at all - either can be bought for a few gp in various stores and cheese even can be churned by free players for a couple of years now.

Unmentioned in the patch notes Jagex used the opportunity to fix the crafting requirements of all kinds of dragonhide armour this week.
A blue dragonhide shield can now be created adequately at level 50, rather than 72 - which was almost the requirement for the new undead dragonhide set - which is 25 tiers higher.
Ranged armours look extremely great as is stands now. The two sore thumbs are hard leather as tier 10 armour having crafting requirements up to 29 and studded leather as tier 20 armour having crafting requirements up to 45 - in both cases heavily surpassing the requirements of equipment 20 tiers higher. I guess they'll fix those eventually as well, but the more core equipment uses adequate values the worse the remainder will stick out.
