What I was trying to get across is that Jagex says they are releasing "quality over quantity" however, if you compare the two quest releases this year with the 18/19 quest releases in 2008, both the quantity and quality factors are lacking in 2018.
It is difficult to argue that the 2 quests in 2018 were of better quality than the 18 quests released in 2008; as amongst those is the "famous favourite" While Guthix Sleeps. And the quantity? Well, it is a joke, to be honest.

I did not mean to say you were wrong, but that Jagex are wrong. They did, as you say, promise quality over quantity. Delivering is an entirely different matter

There aren't any Jagex announcements. They're hardly going to announce to the players that they aren't going to release a good amount of quests. They are going to hope it flies under the radar.
There doesn't need to be an "official Jagex announcement" for me to see when there is an obvious lack of quests in the game nowadays. All you really have to do is compare the number of quests released in previous years compared to 2018 and then judge the quality of those quests (And every year, the quests are of better quality than the feeble 2 we got this year.) That is how you get your answer of whether there is a "Lack of New Quests" or not.

So you are just complaining about the current status of lack of quests but you don't know if there are better quantity and/or quality of quests coming up if I am not mistaken.
Good thing is Runefest 2018 is coming in 2 weeks. We will certainly see what they say about quests in the coming year. I believe at least the quality will be better.

You are correct. I cannot know if there are better or more quests being developed as they haven't been announced. I wouldn't know that unless I worked for Jagex.
It is a good thing, however, if the quality is there but the quantity is still only 2 a year, it still won't be a fully resolved situation. For the lack of quests this year, I feel like they do owe us a fair number of good quality quests next year.

To be fair, it's hard to take any storyline seriously after the far-reaching ramifications of
Endgame
. Especially if it's from a "bottle" (read: self-contained) quest.
I agree that it was rather unexpected but we still haven't had any confirmation of what's happened with that ramification nearly 2 years on. Quite sad really.
We'll see when the Elder God story progresses. I'm actually glad there was a lull, because it'd be wildly OOC for Sliske to seek instant gratification after culminating his master plan for centuries, if not millennia.
I think the Elder God quests will be very interesting. Remember, Jas says they will destroy Gielinor if we can't prove our worthiness. It hints on the Elder God is experimenting something important and we are the subjects. Also, these new quests should unveil how the Dragonkins got tangled up with Jas and were eventually enslaved.
Perhaps the Elder Gods haven't found the results they want from the Kins, and now it is the World Guardian and Gielinorians' turn to carry the torch.
I find the Dragonkin to be much more interesting than Jas in general, honestly. Would rather see a quest where we free them from their curse and begrudgingly befriend them rather than sucking up to yet another all-powerful being who we don't even like all that much. Of course, I'm still wildly curious as to where Sliske fits into all this... Somehow, Elder God or no, I don't think he'd let Jas puppeteer him. Seeing as Jas isn't omniscient (as far as we know), he's undoubtedly playing her too. But to what end...?
