I was considering that dragon slayer gloves should be the final reward after attaining slayer level 20 or 15. Dragons are higher, starting at 64 with the green variant. Especially some cave crawlers are higher-level than green dragons. I would suggest adding a buffer and a nice reward for f2p. Good idea on dragon slayer gloves. I guess the Dragon Slayer glove should be upgradeable instead degrading to dust will go up to tier 55 or 60.
I'm open to the gloves being unlocked at 20 Slayer, to give F2P a meaningful unlock. Degrading to dust should definitely be changed. One question is whether they should still require upkeep or just be permanent.
The gloves could also give a combat strength boost (All class as opposed to Hybrid).

I guess FOG Rewards needs a revamp to entice players to play the minigame.
I recently had some ideas for improving Stealing Creation along with Fist of Guthix. The ideas include making Stealing Creation F2P and solo playable and merging the rewards with Fist of Guthix. Together these would allow free players to earn FoG rewards by soloing Stealing Creation. Among other benefits, that would eliminate the hurdle of not having enough players for Fist of Guthix.

I guess if we have Tier 60 equipment, then corrupt dragon equipment should be upgraded to Tier 65. Otherwise, it would serve no purpose but to have dead content overtaken by orikalkum and regular dragon equipment.

Queen Black Dragon without Tier 60 weapons would be overkill even with a combat upgrade. I would suggest a new boss for combat levels around 300 to 400.
Since KBD dropped the draconic visage in f2p, according to the RS wiki, dragon-fire shields are tier 70, and dragon banes are tier 80. I guess use draconic visage to create a new weapons called the dragon gravite weaponry. Dragon gravite weaponry, including magic and range weapons, will have a 10 to 15% advantage in dealing more damage to dragons. The dragon gravite weapon will have less bonus advantage than the dragon banite weapon (which is 25% extra). This would make gravitational weapons useful for killing dragons.
I would suggest dragon rune weaponry, but rune dragons are monsters and could be confusing to mix up.
You've convinced me that QBD is probably out of the question. I've downgraded her to an honourable mention.
Dungeoneering weapons on the other hand certainly could use a polish. One QoL idea is for lower-level equipment to directly upgrade into higher versions, to prevent wasting tokens. This would affect the Prayer and combat necklaces primarily but could also be implemented for gravite weapons (upgrading to chaotic weapons). With that small tweak, there would be no reason to avoid buying gravite weapons.

Since it is about F2P extensions, let's talk about monsters or battleable NPCs. These are what F2P currently has for high-level (non-boss) monsters starting at combat level 60.
1. Various Revenants
2. Bandit Brawler (Level 118)
3. Black Heather, Donny the Lad, and Speedy Keith (Level 138)
As the list shows, ignoring Bandit Camp Monsters, Warrior Guild Cyclops, and Revenants, there is a lower number of mid-high monsters.
Please let me know if I missed any monsters. I will update the list for current ( which above in the same post) or considered addition (post below) to F2P.

1. Magic Axe
-Agreed that they’re likely to become F2P
-Should be given more appealing loot, as currently they don’t seem to have much of a drop table
2. Black Demon
-Also found in the restricted part of Edgeville Dungeon
-Would be suitable as a high-end challenge
-Would become the only free monster to drop infernal ashes; infernal urns could be made F2P
3. Black Dragon
-Stronger than black demons only by 2 Magic levels (72 vs. 70)
-Draconic visage drop could stay P2P
-Guaranteed drop of black dragonhide would be awkward given that it can't be used on F2P
Gravite Equipment
-A
gravite focus
would be used to upgrade standard T50 weapons into T55 gravite counterparts, as follows:
* Rune dagger/spear/sword - gravite rapier
* Rune battleaxe/longsword - gravite longsword
* Rune 2h sword - gravite 2h sword
* Rune warhammer - gravite hammer (new)
* Magic shortbow - gravite chargebow
* Rune knife - gravite knife
* Rune crossbow - gravite crossbow (new; would use charges rather than ammunition)
* Mystic wand - gravite wand
* Mystic orb - gravite orb
-Gravite weapons would revert to a gravite focus after running out of charges
* Removing the focus from a gravite weapon would retain its charges while destroying the original weapon
