Because it had the potential to be frigging amazing.
I can definitely see why the torture scene was scrapped. Because the Player can be female. Even Arrav yelling at a rude zombie queen was considered too much.

I suppose. :/ Recall that the usage of "damn" in a quest was 2009 and it was kind of a big deal too.
The most offensive thing to me about SitW is that we don't actually rub salt in any wounds. They should remake the boss fight so it ends with dumping a strategically placed barrel of salt on the slug queen.

Perhaps you're half right; perhaps we can't win. But we can fight.
I was watching a cutscene the other day on YouTube for this quest, and quite honestly it was funny to watch. It's the one with Elfinlocks and the other fake player NPCs in dungeoneering.
Even if the quest lacked in most respects, I don't think it failed with humour.
And to protect the Stone until such a time as, near to death, whereby you are relieved of all duties and shall henceforth be returned to your home plane with the gratitude and blessings of Guthix.
