By the way everyone. In regards to Jagex saying that only a "small" amount of their players are affected by this - let me quote current Runescape News:
"In total we’ve identified around 4000 players who attempted the exploit. There was no noticeable effect on either the economy or XP gained on the day as a result of the exploit due to the low volume of users who abused the exploit."
So out of all the people playing Runescape 3 in that 6 hour period this Oddment/TH oversigt was going on, they call 4000 players a "low" amount. There is no way in hell that 400
0 accounts in a 6 hour period is a "low" amount!! Jagex and their words.
Of those 4,000 accounts, only 900 of them abused the exploits. The other 3,100 of them only accessed the TH without exploiting the bug and therefore weren't affected at all.
How is it related to "too many login attempts" anyway?
Hello guys. Now I'm able to login. I turned off my router in the night and just turned it on today in the morning. I spend saturday and sunday without be able to login and this seems to be a solution for me (I hope so). We all know that soon I won't be able to login, so I will try this thing with my router again to see if this is a real solution. Wish me luck!
Hello thread, we meet again!! .............. After 4 days without issues, I suspect the upcoming 4-7 days to be filled with issues. SIGH!!
Rank #56 Overall. 8000/1****? Hard caskets stacked. 7000/8****? Elite caskets stacked.
31/37 boss logs completed - Ultimate Slayer achieved
Would you trust a Price-checking service that has bots running in W2 advertising themselves constantly? I wouldn't!
I can login again 1½ hour after it started, not bad

To be clear, the "error" you are seeing itself, is not a bug. It is a part of our systems that is aimed at protecting itself. Legitimate players seeing it could be considered a bug, and we are aware of some players being affected.
In my experience, the mentioned error, in some cases, seems to be triggered by causes that might not be related to Jagex's systems.
But please continue the discussion here on this thread.

So... the login servers are under 24/7 DDOS attack then?
It's a little bit more complicated than that but I would reply "yes, no, and yes" to your question.

I have been sending to that link for months now. Since I payed for my Pri sub i hardy managed to play when I would like to play. I have been given the run around for months via this site and twitter and got no where. I have not logged in for a few months because I got sick to death of this issue!.
Log in today and log out to make a cuppa and bang ... here I go again! So if this does not improve before SUB is up I will certainly will not be paying for a game I can not play , when I want to play.
I think nearly 7 or 8 months now of this constant rubbish! (won't swear but sure feel like it) .. was hoping for 20 yr cape
but looks like I will not be here to get it , even if its released
