I think a good solution to this problem would to look at the collegiate culture of greek life.
When you want to join a fraternity or sorority, you "pledge" yourself to that greek life. However, you are not considered a full member until your probation period is up. The point of this system is so the new members can test out the organization, and the organization can test out the new members.
If there was a PNM system put into the game (potential new member) that clans could use to allow their PNM's to join the clan chat without having to leave their chat open to all guest, that would work out. It would allow a PNM to see if that clan is the right clan for them, without receiving any clan benefits, or being considered a full member of the clan. However, during this time they cannot pledge their selves to any other clan. If they decide they dont want to become a full member of the said clan they may remove their selves as a pledge.
So it would work like this:
Person wants to join a clan
Person leaves the clan that was dead or didn't like
Probation begins (7 days)
Person pledges to another clan
THEN
a.) after probation is over that person automatically becomes a recruit
b.) person leaves before the probation is up and is able to pledge to another clan.

That auto-join probation thing seems overly complicated. Honestly, for us recruitment has gone up since the change and we have found that those who join seem to be more dedicated and happy with their choice.
Additionally, I've noticed that there has been an improvement to our relationships with other clans. Pre-update there were always people who would get angry at one of us and immediately hop to an ally out of spite or convenience, and some that have gone back and forth a few times. This has been particularly evident between us and FTC. The hopping isnt a bad thing and its not about poaching, but it does kind of make inter-clan relationships a little tense. This has relieved that quite a bit, at least from my perspective.
In my opinion, considering all of the above and the suggestions outlined on this thread (including previous suggestions from myself), I am most in favor of leaving things as they are. I still think a simple whitelist would be beneficial to allow closed-CC clans to recruit more and I still fully support that, but the auto-join / pseudo-probation game changes are overkill and I don't support them.
Just my two cents.
I have to say, as well, that I (besides a few clear exceptions) have appreciated that this discussion has taken place maturely over the course of the last few weeks. If nothing else, I appreciate the exchange of ideas and I hope that we can come up with a solution that helps everyone to some degree. No solution is going to be perfect. I appreciate you all. I would like to share a similar perspective. Once we made a few adjustments, we have started growing really well. We have increased our active clan members by about 60 clan members. I also appreciate the mature discussion that this thread has brought. I support a white list but I do not favor changing what we have in place now because it is working for our clan as well. I said that the slayers would overcome the update, and we have done so
