I will re-iterate the most resounding comment: Warding does not require its own skill.
Thank you for the diagrams, amendments have cleaned up the process a lot to the point it is publishable content. However it still does not have the fundamental integrity of a skill.
Vis as a concept will not float in OSRS, you cannot create a skill on the basis of dissolving items. If you would like to do this, there are more creative ways to include it in other skills: Ie, re-forging, old armour can be smelted into cannonballs.
Don't create new skills in OSRS. Ideas for skills have become quite thin.

Good, this table is overdue for something that went to polls the next day.
The names of the silk are a bit...eccentric? Ok, Moonfly silk? Riiiiiight.
A more 2007 rendition is below, following proper silk names:
Noil (Raw silk)
Mulburry (Common silk)
Dupion (Courser double threaded silk)
Charmeuse ("Regular" silk)
Georgette (Fine, heavier silk)
Brocade (Very fine embroidery silk)
It might be also worth mentioning that Medieval European silk was known as "Gauze Silk". A little research saves you having to invent words.
Pado Set:
No - Very specific use, why don't god vestments offer this bonus? Bin it.
Arceuus Robes
- Yes, requirements are silly but the cosmetic could enter the game.
Thaumaturge
- Increased spell attack speed should not come from armour. Bin it.
Bark armour
- Bloodbark yes, Soulbark no. Mage armour has the structural integrity of confetti. Soulbark has too high a def bonus and does not sound like a tree name like "split bark"
Dagon'Hai
- I suppose? I would wait for a better opportunity to introduce these.
Thammaron
- On the fence. The stats don't seem right. Very high risk set.
Astral - Dead content. Maybe add Runecrafting benefits?
