If you've added names the moment the news was announced a few months ago and those names now have a playerhash like "[#A98DSQ6]" you know it'll become available. All they have to do is calculate what day the names become available and keep the scripts ready. Without the minimum of Total Level/XP it's gonna be quite easy for them.
Yeah, players who are after a particular name could have potentially been keeping an eye on it so that they'll know if it was freed up.
Since there won't be lists of the inactive names provided, though, it won't be possible for someone to look through the names, determine which names might be the most desirable, and set up camp to grab as many as possible. It clears the way for players to go after the names they're interested in.

They freed up the inactive names gradually over a short-ish period of time, and the criteria were still the same for all of those accounts (something like 6 months of inactivity for F2P accounts and 24 months of inactivity for accounts that had been a member at any point).

Oh well actually, by "freed up" I meant removed from the inactive accounts. The names aren't available for anyone to take yet until the whole thing kicks off on Monday.
