Challenge is some activities can't really be redone. Or at least not redone easily.
Burth games room for example. Migrating the minigames out to taverns and such is 1 option. but you still need to do something to convince players to play.
I could also see the argument that for the most part, the game aren't really "broken"
Outdated grpahics aside, They still work. (usually)
You don't have the graphical/technical issues that Mobilizing Armies had that rendered it unplayable.
You don't have the gambling/RWT issues that Rat Pits, Deathmatch, and Duel Arena had.
It's simply that no one is playing them.
Jagex hasn't wanted to invest the resources in them since Barbarian Assault fell flat.
They also don't want to necessarily make them a 0-resource or 0-investment/risk way to get high tier stuff.
Thus players have little reason to do them.
Thus Jagex has little reason to invest dev time in something that players aren't doing something with.
So Jagex's options become to have to become willing to invest the time to update them, invest the time to remove them, invest the time to repurpose them, invest the time to quasi-update them without doing too much, ... or ... as they've typically chosen ... not invest any time in them at all.
