Erm, expecting 14 good quests and getting 7 good quests is immensely different from expecting 6 good quests and getting 1 good one and another one that is too short and rushed. Plus, there has been a steady decline in quest releases for the past 5 years which a lot of players aren't happy with.

Not relevant to the point I was trying to make. I'll spell it out, if profits are at an all-time high this SHOULD mean that Jagex is releasing more of everything, especially quests.

More profit = More money to spend on the game
More money to spend on the game = More developers
More developers = More content
More content = Happier customers

You got it totally wrong.

While the "customers" have their freedom to moan/cry/complain/rant, the company also has the freedom to create their own game content. :D

Yes, they do have that right, agreed. However, Jagex has said they want to be influenced by the players and it seems like they're not doing a great job at listening to the players who want more story and questlines having only released 2 quests this year with only 3 1/2 months left of 2018.

Jagex listen to all players, not just the ones who want more story and quests. That's why they sent out surveys. :)

Yup, they're doing a great job of listening to ALL players when there is a total of 2 quests that have been released in 2018.

You can't speak for ALL the players... however, you can "moan" like those who did since 2014 and still kept moaning, and wait for hopefully more quests later this year or next. :)

Jagex rely on feedback and player opinion as the basis for most their content so yes they do listen. They don't always act but giving feedback is the only way we might influence them. That and cancelling membership.

"Whether the company has the time, resources and budget"? Resources and budget means money. Time also means money as time is measured in part by the number of employees you have. So all of that comes down to money.
With record profits and growth there is no reason Jagex should be streched for resources. In any case it's their board of director's choice how much they reinvest and how many they pay out as dividends.
But with 2 quests in 9 months something is going wrong. Perhaps the directors are niggards, or perhaps the problem is with Jagex's mangement.
You'll get it when you deserve it.
