Actually I have never played a game as Belgium. The smaller powers tend to have a very limited scope in what they can do, mostly the historical economic and political constraints. Far too peaceful for my liking. Having said that though, it is possible to exploit some of the game mechanics and do weird stuff. For example I read an AAR by some guy went on a world conquest as Luxembourg through doing some very gamey things involving spies, strange alliances and paratroops. But you have to know the game mechanics very well to pull off that sort of stunt. I failed to keep my New Year's resolution before I even made it.
