Agreed with this, this is why if someone has been troublesome I'll send in more than one report, along with a brief typed description in a different chat, for context.
Even if what I'm reporting in and of itself isn't reportable, if that person has now been reported by other people as well, then that's more reason to believe that this person is actually wrong. I do the same thing on Forum Help even though most "trolling" doesn't get actioned (which is a good thing, too, because that's open to too much interpretation), and so an fmod can at least keep an eye on things.
The FBI also hosted a seminar at my university about research sabotage and how if you receive a fishy email from a "visiting professor," it's worth reporting to the FBI, since multiple reports about the same person might result in something more substantial than a funny feeling.
However, as clan leaders, our main priority is to neutralize the harassment instead of relying on Jagex to somehow deal with the issue, because most of the time the harassment isn't obviously against the rules to justify an actual punishment. This is the mentality I have on clan harassers--primarily our responsibility, but reports are in place for documentation.
