I'd like to see upkeep removed BUT not the way it's being ask here. I was thinking maybe it could be earned so many times a year by collecting resources and adding an amount needed to earn the possibility to take one month off upkeep.
Clan citadels are a lot easier to maintain than they were before. I Don't have exact numbers on hand but roughly 9 people and 3 avatars can do a full upkeep on a completed Tier 7 citadel. I've done it before and its easy to figure out with simple math.
Ultimately, clan citadels are optional. If you don't find they suit you or your clan, don't partake in that content. Same as PK'ing, same as quests and everything else. Ultimately, if you're not having fun, stop doing whatever it is that's causing you to not have fun, and do something that is fun.

I understand that Clan Citadels are content that no developers are keen to touch, as numerous times it has been referred to as spaghetti-code. I'd also accept this as a reason why developers wouldn't want to touch the Citadel at all - however disappointing it would be.
However, to be upfront and honest I feel that being told
"if you don't like it, don't do it"
really avoids the legitimacy of the issues and feedback given.
I think over the years it has become exceptionally clear that many clans don't like upkeep whatsoever - so it's not a "just me" thing.
The suggestion I describe is something that would make many Clans happy, without going against the design intention of Jagex. Your intention is that if people want to benefit from the Citadel then they need to meet upkeep - which would still be the case if my suggestion was implemented. My suggestion means that Clans won't benefit from the Citadel unless they meet upkeep, but it also means that they won't lose what they have earned so far - which I think is exceptionally fair.
Every
piece of content in the game is optional, as it's very-much a "do what you want" game. If the go-to answer for feedback is
"if you don't enjoy it, don't use it"
then there's quite literally no point in us giving feedback at all, ever. I give this feedback because I want to increase the enjoyment of Clans, and to relieve stress from struggling clans who don't want to lose what they have worked hard to earn.

When the top clans of RuneScape are on here saying they don't like upkeep and suggest that if Jagex don't plan to remove the upkeep they could at least get rid of the degrading. If the best, most keen clans greatly dislike the citadel upkeep, what part makes it seem like a good idea to keep it? Unless it's because higher tiers cost a lot more irl money to upkeep than lower tiers I really can't see a good reason other than the code is too hard to untangle. If those are the reasons I think everyone who's commented in here would prefer a honest admittance that it costs too much money or it's too hard and not worth the time, rather than ignoring the community because that doesn't tend to be the best route to take.
