I've been opposed of having a clan citadel for over one year! I disagree with the nature and intent of repetitive crap. You must add drops to
INSTANT CAP
as rare drop from bosses in the game. This will create ones that want xp and choose to cap from the ones that don't want to slave cap. Your bonus prior was too puny.
There are soo many arguments across this game and citadels have attributed a lot of rage anger quarrels amongst many clans for too long. Hope the attention this thread gets looked at.

Don't have a citadel if your members don't want to cap? Instant cap sounds like a good idea if they add instant levels and instant 120s as well. That's not the way a game is supposed to be played though.
No support, just do it, and watch YouTube if you must. Better yet: engage with your clan chat, bump forums, recruit, and so on. Citadel capping gives me a break personally....Please note, I do respect your opinion, yet I still do not support your idea....Citadels do need to be updated however.

No support. However I do feel that it might be a good idea to give citadel boosters as a reward from capping (like every 5 caps in a row or so).

Instant caps (especially as drops) sound ridiculous and defeat the purpose completely.
I think most of the capping issues clans face come from leadership mismanagement (i.e. cap slavery).
People are far more likely to hate capping and avoid it like the plague when they feel like it's something they are constantly forced to do, as opposed to a natural and non-oppressive or non-artificial approach.
We've never had an issue with capping/dilapidation at all as we follow the natural approach, which always leads to a happier, healthier and more relaxed environment and a feeling of love towards the clan (and its citadel as a result) where people cap only because they really want to (and aren't told to or have someone breathing down their neck), otherwise it's seen as a chore.
However, being driven by encouragement such as the presence of incentives and/or events is usually important, such as ranking and a weekly citadel event which brings some members together and makes it much easier.
People would always want to help out their clan (especially when in need) and contribute out of their natural sense of love and commitment, unless they are really selfish/egotistical but we don't tend to harbour those types of personalities and attitudes within our clan.
You also have a lot of people who, upon joining clans, say 'I don't want to hear anything citadel related (or don't care)', as a result of their previous experiences (constant citadel mentioning and stressing) which have led them to seeing it as something negative rather than the original purpose.
The proper and best solution would be to make the citadel skill plots give the best XP rates in-game (or on par with the best, and for free) which, for balancing purposes, would also mean lowering the cap. Being such a massive incentive, you will always have people running to cap and joining clans. As it's capped weekly, it would be balanced and no different than any popular D&D.

Honestly i agree with uplift post, on his first half lol but my clan so far to date has yet to lose dilapidation and we don't have capping at citadel mandatory, other then we ask those who are going up, to cap the 10% summoning and rest on what they choose to work on.
My clan also does a weekly raffle draw where 2 winners are picked each week through a number generator. and always 2 new winners each week, so back to citadel, never had a problem as of this post dated, were actually on track for tier 6 citadel, just need the resources. which is being worked on for next month or 2.
Capping in my clan, is always appreciated at any amount of resources collected.
I say that daily and weekly etc as much as a i can and that goes a long way. then those who cap, they appreciate it and cap and help out more.
