You can make a fair claim that it does prove your point, I agree with you there. However, you can also say that it is meant to be an equalizer.
If a clanmate and a clanmate that's a Pmod are having a serious disagreement, we don't want the player mod to use their powers to mute a clanmember under the guise of "offensive language" if they're having a heated argument. Likewise, we will
never
ask a Pmod to help enforce the clan rules by muting someone.
That is a fair rule and isnt harsh or "poor" on the pmods

I think in a way it proves my point - if we know about positions / powers outside a Clan then the individual is likely to be treated differently within the Clan (and Matthe's home is not such a great secret). Pmods in my Clan are treated differently in 1 respect only - any new star struck member that askes " how do I become a pmod" or other common inane questions is told to stop and treat them as a normal person or get out. ie we protect their right to have a haven of being treated like everyone else . Other than that all are equal and all are treated equal.
Pretty sure P Mods dont care if they get asked those questions, if they do then it kinda defeats the point of being a P Mod.
Other than clan bragging rights,
what exactly are the benefits of having a Clan Citadel?
-Resource plots? There's faster ways of getting XP in the rest of the game.
-Battlefield? Build limit is too small for very complex designs, and NPCs don't give XP on death.
-Avatar? There's literally at least 6 different ways of boosting your XP, some of which are actually better boosts than an Avatar.
Yeah, a clan dragon for the Citadel sounds cool and most clans aspire to that, but what's the point? What useful purpose does it serve in the rest of the game? If we're just looking at the functional usefulness of Citadels, then it's greatly lacking, and that's why it's a pain to maintain our Citadels.

Everyone wants benefits from Citadel apart from Bonus XP, Fealty and Avatar benefits. I really do blame all the Solomon and free-XP hype that Jagex creates which in turn causes people to expect more.
More is never enough in a world where freebies are given to you to coax you into activities.
It saddens me but that is the world we live in nowadays.
My genuine clanmates however will understand that it is a show of clan pride, loyalty, respect and dedication that a clan citadel shows.
Looking at my citadel shows this and all the love and care my members show me <3
