Re-classify minigame hybrid and decorative CW armours as PvP armours. That might also be able to help with a bias towards other (higher levelled) armours.
As for commentary: PvP armour offer both the armour bonus and pvp damage reduction as tank armour and a style bonus like power armour. It lacks pvm damage reduction though.

Why should they change the agi shortcut? It's a convenience feature, which makes it a
perfect
incentive for agility training. I can fully understand and support changing shortcuts like lumbridge <-> al kharid since those save a lot of time - but teleporting to varrock and walking to the GE isn't
that
much slower, yet it still is a cool unlock since it makes teleporting to edgeville and walking to the GE still a bit faster.
Maybe as a different thought: Agility has quite some potential for lower levelled shortcuts as well. This certainly shouldn't be cut, but if the f2p level cap for p2p skill was raised to 20 they could reduce the requirement of this specific one to 20 and introduce another one p2p exclusive at 21 again? That wouldn't dillute the use of agility, but even extend it.
And for the cursed wisps - they're dead anyway. Unless they're additionally revoking the changes they made for the sake of griefers.

increase clan ban list size to at least 400(like ignore list) because a decent amount of time clans will end up filling it up from banning bots, rwt, people breaking clan/runescape rules

Since all shortcuts introduced lately to improve diary rewards do not require the respective item to be worn I think they should lift that restriction for older ones as well, since it degrades potentially useful rewards into something that is niche at best. This includes:
- The broken pier between Miscellania and Etceteria after the Fremennik medium tasks
- The access to the additional section in the Jatizo mine after the Fremennik elite tasks
- The ladder to the shilo underground gemstone mine (you would keep the gloves with you for the teleport) after the Karamja hard tasks
- The shortcut to the red dragons in the brimhaven dungeon after the Karamja elite tasks
- The elven crystal in the poison waste dungeon after the Tirannwn easy tasks
It's fine to have the items worn to improve certain shortcuts (i.e. quicker traversing or reduced/removed failure chance - see several elven lands related effects in the quiver for this), but having to wear them to use them at all is bad.

It already does. That was fixed a couple of weeks ago. The only thing that doesn't correctly work is that the discount is only applied after buying something, but that affects both shops - you get the correct amount of tokens refunded for a purchase though.

A simple suggestion: make it so that GP are excluded from the loot UI so that when you directly click on them, they're transferred to your inventory/money pouch like they are when you have the loot UI off.
