If Jagex weren't that keen with privacy I wouldn't have gone any further in playing this game or making use of The RSOF. Jagex do an outstanding job without any hassle and reCAPTCHA is for those who wanna spoil things and disturb The RSOF.
Use RuneScape and you have a smooth experience, use the heavy door with hinges and you have a tough job coming through.
I am afraid you are fundamentally misunderstanding how browsers work. When you access the forums, or your messages, or any button allowing you authenticated access, you are clicking a link. If your cookie policy is adequate---i.e. you care about privacy---it will not work. Simple.
