On the note of FMR review surely that's relevant, because only 3-5 actually review FH which means FMR is only filled with action of the select few active mods

You are assuming that FMods only act on the basis of posts in FH, which is incorrect. A number of active FMods, whose actions could be reported on FMR, do not do so.
