Isnt this pretty like saying reddit mods dont make up the rules of their respective subreddit but whoever owns reddit?
So considering thats not the case and considering jagex have forgone the forums, the next logical option would be that fmods do run the place now.
Unless jagex does want to step in again and do something.

If there was a final decision made on Jagex's end than that decision was based upon what forum moderators brought up as feedback in their 'private forums' away from The RuneScape Community thus we may say safely that the decision was based upon how forum moderatros did portray said situation.
Players/The RuneScape Community had no say in it whatsoever.
This happens continuously, moderators elaborating things in their private forums and us The RuneScape Community only witness the end-results of it. Even if that means killing off parts of The RuneScape Community.

Just to note here - is this thread to actually have valid constructive discussion & suggestions as way to improve the forums or just simply to bash FMods & CM for rules implemented years ago?
Because right now it just seems to be the latter.
If we want to talk about improvements that can be made to the forums or the rules, great. If there's reasons and justifications to make changes for the better (not a simple revert that goes back to the chaos from years ago), that's a good discussion to have.
All of the rule changes brought up in this thread are not new. They're now at this point years old and were set at the time as a way of dealing with the situation at that time.
Not everyone is going agree on every given change but as much as the OP has disagreements there were plenty at the time happy with the changes given the constant arguments and bombardment of Forum Help reports.
The contents of this thread give a number of examples as to why the RSOF has seen a decline in activity and why long time users of the forum no longer post here.
Regarding moderation, it is fair to say that over moderation, moderation inconsistencies, & back seat moderation have all played a part in the decline. However, the fault would lie with Jagex since it is after all, a Jagex website.
It would take someone at Jagex quite a bit of effort to 'fix' all that is problematic with the RSOF. It is doubtful that Jagex will take either the time or effort now to do so. Jagex has time & time again stated just that to the RSOF community over the years. We as a community can put forth suggestions to improve the forums until we turn blue in the face but those suggestions will fall on deaf ears.
It is up to the RSOF community to make the RSOF a thriving community. One way to do this is by not falling into the habit of discounting the value of a discussion because someone has a difference of opinion (as noted within the content of this thread).

@Joel and other forum moderators ... The RuneScape Community for a very very long time (a few years after Andrew Gower left) have been complaining about these ridiculous 'unwritten' rules which makes The RuneScape Official Forums a place unable to post in due to forum moderators stepping in at times without any reasons other than nitpicking on players for not so obvious reasons controlled/sent ahead bij people whom rake the forums day after day for things they do not like.
These 'unwritten standards' you guys are keeping up are not enforced by Jagex/JMods, ... are they? If so I would like to know the names behind these people in The Office.
