In general, forum moderators will try not to overmod each other - so once an fmod has posted on a thread, it becomes harder (not impossible!) to move it.
The issue is really consistency on the moderation team in recognising what is or is not a misplaced thread.
The only solution for this is Jagex Staff moving to ensure such consistency, and providing such guidance/training as is necessary. From comments on the Forum Moderation Review thread, it is clear that Mod Kari already recognises this as an issue, and plans to address it.

I assume this is because of people posting threads in General knowing that it's the incorrect section, just to get more views over one of the more dead subforums, or am I understanding this incorrectly?

I used to care about threads being left in general to the detriment of the other sections but it was a waste of time, for instance
I recall a few years ago a thread about grammar on the forums that was posted there by a former fmod and which within about 2 hours had had 10 different fmods post on it some of whom hadn't posted for 6month +
Now being a regular of the Off Topic section I thought that might be a nice thread for the off topic section a thread about how we are influenced by a posts grammar because grammar on the forums isn't really about the game of runescape is it I would have been happy for it to be moved here either.
Ultimately I was told by one fmod that the thread had been deemed an exception to the rules another said they couldn't do anything due to the other mods posting and I eventually received an inbox message from Mod Balance then head of CM issuing me with me a cease and desist regarding me posting about the thread. It didn't work in actuality all it did was reinforce my view that they just don't care or even read reports fully as in the message he referred to the thread as being mine and that it had been correctly moved to the right section.
So ye all these years and still no change perhaps as Arch said if Mod Kari is more proactive than the previous cm mods then we might get to see something happen, but more than likely she'll move on to pastures new before anything happens and we return to the status quo.
In reality I posted about it for sheer devilment
and I also care very much so not that I really go into the place

This thread has been kept “generally speaking” but in truth, it is related to some reports I made in Forum Help about 2 threads in
General
but could easily be expanded to a larger number of threads as there are more examples to be found.
That FMods were involved in posting on these threads has nothing to do with the issue I do wanna raise, an issue of experienced forumers “regulars/veterans” who disregard strap-lines and forum specific rules that should help those players to find the right place to post as to how it should be done.

I have to disagree with you because that means an FMod is always to blame if they decide to blend in into The RuneScape Community and share their feedback with us the way we do on a daily bases.
The one responsible, first and far-most is the OP, creator of said thread because they had the responsibility to better prepare themselves before posting a new thread.
However, in my second post, I gave some examples of exceptions as not everything that happens does happen on purpose but being merely an accidental slipping off to the wrong forum.

Some OP’s aren’t just “confused” but purposely use
General
as their property to post whatever they like, right now still going on with new threads.

of what I see as being wrong in the first place.
As I will remain telling everybody, OP's have a greater responsibility for doing the right thing because in reality ... we aren't kids anymore but more or less all being adults.
Of course, in the end it all comes down on the shoulders of Moderators but as a player, we can do better and more to prevent Moderators from over modding a forum/forums/The RSOF.
