first execute the move and then where it is supposed to be, give it an answer if you do know what the solution is.
The problem that starts to rise higher & higher is players with high demands as for "I do wanna have an answer now" where they lack proper self-investigation or being re-directed to a channel that has The RuneScape Community/Jagex Support such as https://runescape.wiki/w/RuneScape_3 (
RuneScape Wiki
) or other channels which are safe to use and have high-value information resources.

Is that so, do you need help "now"? As I do recall, done myself in the past, you can postpone a quest so you have the ability to find the best help available or visit the resources I mentioned above.
The reason why
RuneScape Guides and Help
has stopped working is the "high demands of --NOW--" and players shifting to areas where players would give answers including answers which were totally wrong.

RuneScape Guides and Help
its value & function of that Forum would rise again and players with questions would start posting there once again as to how it was.

The problem is that people still see that as just the 'guides' forum. When the Quests forum was disbanded and merged into it, there was no attempt to educate the player base that this was now the place to go for game help.
Moving more stuff out of General and into RSG&H would be a good start in that respect, IMHO.
Rewriting the tag line for the forum would help, too - it still only references skills and monsters.

No, people want to do quest now, they don't want support in a few days, they have started a quest and just want some advice. I thought they removed the quest help forum, apparently not going by this thread. It should be removed as it is or was a dead forum, you didn't get the help - not sure about these days.
General is a forum that is active and where people will help if they can.

I really like your idea about helping out another Forum like

and maybe give it another name ...

I do not believe that the General sub-forum will go back to "its purpose as to how it was". What was this purpose you speak of? General has always been popular and people will always misplace threads there, no matter what. Do you know why? Well, for one, it's at the very top of the Forums and two, its name is "General". Users will also see it as, "Hey, this is for general purposes and I may post it here".
As I have shared earlier, I wholeheartedly believe that we are looking at nothing here. Except for the fact that another thread gets pushed down the list, I see no other harm being carried out here. This is the case for any thread that gets added to any sub-forum and Forum Moderators are more than welcome to keep educating and moving misplaced threads. Throughout my tenure here on the RSOFs, I have never seen anyone get punished for misplacing threads, let alone being warned about it.
These players are mainly looking for help and I'm inclined to believe that it would be unfair to punish someone for asking a question in General. Most of these players are new players and you (and Forum Moderators, for that matter) are able to see that it wasn't intentional by checking their profile history. I never see malice in a misplaced thread, unless it's done continuously and consistently. I have never witnessed such behavior in any sub-forum at all.
