I don't see it takes long just to fill up the standard template like this:

A minute, perhaps. :)
Jagex's Systems are already complete & accurate otherwise situations like these wouldn't exist at all. ;)

Have you been a Fmod and known the system is "already complet and accurate otherwise situations like these wouldn't exist at all"? I don't know because I have never been a Fmod but given OP's complaint and the number of posts from different users on this thread, I'll think otherwise.

@Mrs Ana

Yes, presuming there is some sort of log every single time a Forum Moderator (or a CM/L-Mod) takes an action,
and can be shared among all the mods for discussions
then it will be good, of course. If it is not then my suggestion still remain very legitimate as it really won't take Fmods much time to just log important rule breaking entries on FH if they aren't reported already.

I would like to hear from CMs and Fmods if they actually have such facility other than pretty meaningless ones for discussions such as editing the title of a thread. :)

I feel like the best way forward is IF Jagex does decide to update the forums, they implement voting like many other forums have or Reddit or whatever and allow the community to decide what should or shouldn't be seen. X amount of down votes gets the post hidden unless you decide to unhide the post with a click. This includes leaving off topic posts, flaming, etc. If people don't agree they can ignore it, down vote it, or rebut the statement.

Forum moderators would then be used to ONLY clean up seriously offensive stuff like racism, real world law infractions, spam bots, etc.
Please no upcoming/downvoting... That just leads to a popularity contest and it's the reason why Reddit is so bad. People only upvote meaningless memes, or people getting drops, and anything worth reading is usually downvoted to oblivion. That would be an awful addition to the RSOF...

to be fair I'm not too fussed where politics is posted, so long as people keep it low profile.

Discord server's posting guidelines are decent and keeps everyone on the same page, whether they agree with eachother or not.
A problem i'd mention is FMods not being able to manage user access unlike in Discord. Removing a disruptive user from a forum section would probably require adminCP.
It does help a lot that if people are misusing channels, breaking rules, etc, then we were able to just remove their access to the channels, however, to my knowledge this has only ever happened once before. FMods I believe also have a similar tool at their disposal (I think I've seen Tuffty mention it before?). I think provided by s forum mute also removes access to the forums (although I could be thinking wrong?).

Also, there's a slight difference with the rules of the forums, and the rules on discord. The rules on the forums, Jagex came up with. The rules on discord, while inspired by some of the rules by Jagex, were actually created by the chat mods themselves - this is because we all run our own servers, and know what works best. Discord is also locked away on a third party platform, whereas the forums are on the RuneScape website. Things need to remain more presentable on here for any outside viewers looking at the site.

Yep agreed, I've seen ridiculous examples of voting before. :O
Also thanks for the insight on your following post Loki.

I know who you're talking about, and I personally do not think they are ruining the forums, and in fact far from it. The main issue with Item Discussion, is the rules of the subforum. They need to be changed and updated. ID is not the only one that needs updating - pretty much all subforums need to be updated. The CoC needs more rules (or scenarios) added to it, for everyone to see.
