There seems to be a mountain out of a molehill starting to form and I'm not entirely sure why?
It's true that we're not forced to 'work on' Forum Help. Over the years there have been FMods who have preferred to continue using the forums and deal with issues as they come across them, rather than working the report queue, while at the same time there are FMods who prefer to run through Forum Help, that's fine too.
Typically Forum Help reports are dealt with in a timely fashion.
In terms of the use of the provided template, it's the best and most simple way to provide us with the information we need in order to deal with what you're raising to us.
Having said that, any reports that don't quite follow the template but still provide the necessary detail we need will typically still get dealt with and one thing I personally quite like is when we have reports where the QFC is hyperlinked
But again, that's just a nicety which makes it that much more convenient but that's not to say I or we expect that as its an extra step a player reporting something would need to do and not everyone 100% familiar with the intricacies of the forums like adding links etc.

Thanks for the input, Joel.
Thought this was the case.

Success is not final, failure is not fatal. It is the courage to continue that counts.
Typically, a report would need to be particularly unclear for us to not action it - either not making clear which thread or post is being reported, lack of QFC or username etc - which is just hassle for us since it's not ideal for us to spend an extended period of time hunting down what might be a problem somewhere

So we could turn this the other way around ... why do we need rules anyway let us deal with everything our own way?
Demod the Team, plausible option too.

Because without a common set of rules that we all abide by, there would be chaos and I've seen many times over the years how players have tried to handle situations themselves which has just lead to an escalation of tensions and inappropriate content

There you go ... finally it makes sense.
So you agree. Fine!
I'm locking this thread, as it's turned from a positive thread to discuss ideas of how moderation could be bettered in different subforums into a pedestal for several users to continuously voice their displeasure with the FMods, and myself. I stated several times that I am more than happy to answer any questions about what myself and the other CMs do here, but I'll not tolerate being subjected to constant assumptions, accusations, and false information regarding the moderation on the RSOF.
I believe this thread was useful for a time, and there are a lot of issues raised here that I think will be a good idea to consider going forward, but this thread has clearly devolved into a few interested parties wanting to make their - often quite personal - qualms with moderation known. There are a lot of posts in this thread that are better addressed in FMR, and far more that belong in Rants.
Because of that, I'll be locking this. Again, feel free to submit a report to FMR if you disagree with any of the moderation in this thread.
