Forums right now are in an amazing place with regards to moderation, while there might be people who thinks forum mods have been unjust, they have a platform to bring this up with Jagex... so I don't see how people complaining that forums mods are reason for the demise of forums have any substance other than some agendas about how moderations may impact their activities which by principle must go against Jagex Tos/forum rules if the mods are enforcing it.
Keep up the good work guys, and if you see the kind of people(Mainly one person- whose complaint can metaphorically be understood as Drug cartel leader, complaining police having ruined tourism in the state) that have sided with the opinion expressed by OP, you will see that you guys are doing a great job.

I couldn't agree more Loki, let's start a petition for a forums overhaul?
There's so much that can be done with regards to modernising forums, but with regards to activity, a great deal of that will have to come from Jagex in terms of engaging with us, as I don't think modernising would be enough on its own.
With that said, we as a community should brainstorm and bring ideas forward on how to improve the forums, rather than saying hurr durr "x person ruined it".

They've been talking about a Forum overhaul since a decade ago when it died out. The problem is that there are just so many better social media options out there to reach new player bases. Forums across the internet are essentially dying unfortunately.
Sure it'd be nice to have a Forum revamp, and to be honest, it'd probably only take a staff member or two a month or two to do it... but I'm sure it's low on the list of things to do =/

I think that's still debatable. Reddit/Discord doesn't please everyone, some people like the "official" nature of the forums itself and find it more trustable source.
If they emphasised communication, and communication over forums in particular, you'd see a lot more activity I am sure.

So basically neglect in all aspects
If you take into account how RuneScape & The RuneScape Official Forums were build up, and Jagex deciding that everything will be having a massive overhaul after Andrew Gower had to leave, erasing the Java-part etc. etc., RuneScape being the first to have a massive overhaul in all corners of RuneScape, The Office itself and at last The RuneScape Official Forums, Jagex/JMods couldn't really make use of these forums thus had to jump to Social Media to give the overhaul maximum space to take place.
If my assumptions will be correct The RuneScape Official Forums will be the last thing that will be completed looking at the whole process under construction.
This all has to be done while we still play RuneScape3/OldSchoolRuneScape and having new content and other future developments.
But yes the game itself is apparently in need of a major overhaul to make working on it easier so I can see that sort of stuff coming long before any forum rework, but who knows maybe Mod Lyon will read this tomorrow and post about a big update planned for the future.

There have already been things overhauled/added but were mostly done in the website part like 'Support-portal' recently the 'News-page' and a lot of smaller details but the most sensitive part is 'Security' in all directions, it just happens so in the end when everything is done we still use everything as it never has stopped for a single moment which is a extreme wonderful achievement.
