This is a dilemma that has crossed my mind over the years when I played RS, and more so when I started to chase big goals (Quest Cape first, then Max Cape, and eventually Comp Cape).
Just letting you know, outside of RS, I do keep up with another major hobby of mine, which is playing the piano. I take playing the piano quite seriously (and play at an fairly high level) and am pretty passionate about it, despite not being my livelihood (mostly video game related music and some classical). In order to maintain the same or similar high level of playing, there is quite a bit of time invested (8-12 hours a week).
I figured out that once one is in the real world having a typical day job (8 to 5 workday), one would only have so much time left outside of work and other IRL responsibilities for their pursuits and endeavors. So I ask those that are currently in the workforce (esp. full time or more), how did you manage to balance things out and still be able to keep up with all your IRL goals including while being able to stay current on RS?
Also, more power to those that are working full time, having a family, and still being able to do everything without dropping any or compromising significantly on one's hobbies/activities.
While I'm still in school currently, I will be graduating in at least half a year or so, which means I would have to face this issue head on. Also, during my uni years, I was somewhat able to find some time to keep up with RS, despite being busy with projects and exams, here and there, though at the cost of IRL social life
That might not hold true when in the real world because it's more time intensive and as an adult, one has many more responsibilities in life (not limited to family).
TL;DR Someday I will graduate uni and go to the real world and I wish to find a way to keep up with RS w/o having to give up or compromise too much of my hobbies.

I only work part time while I'm still in school, and still don't have much time to play. I wish I could figure out how to be more productive with my time.

Same Halo, and while I managed to squeeze some time in between my studies, current hobbies, and other activities, for RS, I can't promise that I will have the same luxury of that when I graduate and enter the workforce.
I'm in uni and can't keep up with RS. I have a much easier time during the summer when I'm working, because my work doesn't come home with me unlike uni work.
But, I think if you do things efficiently you don't need a crazy amount of time for RS to keep up with your achievements and whatnot.
More seriously, I think it all comes down to fine balancing and how long you spend travelling to work.
For me, it's a 10-15 minute drive along usually quiet roads. I don't get stuck in traffic for hours. The time I save there I can then reuse to play RS.
I think you need to prioritise the things you would like to do on work days (So things like daily challenges, collecting task set rewards, port - whatever takes your fancy), and save the big content - such as bossing, or questing for your days off, so you can enjoy them fully.
Try to limit your daily RS playtime to be something realistic - mine is often only 15-30 minutes on a work day. This allows me to still have a social life (if I so choose) or to focus on my various hobbies.
If you only do what you can do, you will never be more than you are now.

I think that is probably my current plan now, during the fall and spring semesters, I usually don't keep up as much on RS, but during summer and the short winter breaks, I would be able to have more time to devote to RS because I would not be having class (or at least only 1 course instead of a full time course load). In the meantime, I'm just chipping away towards 120 Invention at a slow but relaxing pace, usually between my study sessions (whenever I decide to take a break from studying).

Sounds like a good plan. Now after you mentioned putting larger content to the weekends... I'm thinking a typical workday for me would be after work, commute, get dinner, and have about 3-4 hours of the evening, I'd probably be able to squeeze about 1-2 hours of RS, which would be enough for dailies, and perhaps training/skilling a bit (e.g. Invention, or new skill after Invention). And then weekends, focusing on larger content as well as devoting chunks/blocks of time to grind out skilling (1-2 hour blocks of intense grinding). I like the idea of using a larger portion of time to go through the quests and other intense activity like PvM or high level bosses.
After that, I should at least have 1-2 hours left for a hobby outside of RS. Of course, this is not considering having a family or going out on weeknights or weekends, if I do go out with mates, co-workers, w/e, then I suppose I'd cut RS/hobbies just for that night.
