In the US, they have "community outreach" programs, but they are laughably ineffective. Basically, it is just a way to smooze with cops.
For special events, they direct traffic more or less.
We have several different divisions. We have state boys, county sheriffs, city cops, and occasionally a particular part of the city is wealthy enough to have their own precinct.
The encounters are different because cops inherently view everyone as a threat here, and, ironically, many of us do the same with cops. It isn't a great atmosphere. I would say that policing isn't at all effective here, because we all know that 90% of the time wealth and reputation is what matters far more than whatever crime was actually commited - and where you are also determines the outcome. There are definitely spots to stay away from in every single state I have visited and I believe I am up to 25-30 states now (those spots are usually the "bad" parts of a metropolitan area).
