No, because there may be particular reasons why the clan is P2P only, such as being a high-level PvM clan. Why should a free player be barred from chatting & giving advice if they're knowledgable about the subject though?

Clans like this typically do it for other reasons, such as inactivity. I'm personally against it, and would not join a clan that has this policy. I do not consider it to be okay, but I won't start a holy war about it.
Most clans who don't allow F2P Guests already treat them as KOS. Is this an issue?
Yes I think this is an issue. You should at least hear what they have to say. For all you know, they're asking who to speak with in your clan to inform you about clanmates breaking serious game rules such as botting.

I think the best answer to this is another question, "What don't they miss out on by not being allowed to speak?" And again, they may have something important to say that you may wish to hear.
