It's not necessary to give out any information, perhaps a list in this scheme would suffice, we just want to see how far down it is, or at least I do.
*I see from reading further, you simply all have no clear idea right now. That's reassuring. I'd still like to see this list, or in part - things that aren't 'surprises' - so we can view which updates to the game are considered 'more important'. And also, by doing so, perhaps even to whom...
And of course, I'm sure we all concur with the frustration of this being set-back behind 'newer' ideas that didn't even see the light of day until last week, while this is on constant freeze for a year and some already... Definitely not Power to the Player, because updates like this - these would actually help reinforce the game play and its technical value. Seems like all anything is anymore is graphical - technicality is where it's at, ideally a great balance would be the best. But in the past few years, the scale's pretty angled. It's what RS was founded on. RS didn't even have the greatest graphics in its time upon release, but I guess people found it rich in other areas. User-friendliness being one of them.

Development has the Permissions Rewrite as a very high priority but it is not a time critical development, as it is not required to fulfill a specific calendar spot like holiday events or similar are, and the resource required to complete the project will be larger than can be provided by our team alone. This means we had to find additional resource and an appropriate time slot in the schedule for it to fit into, mostly by hiring some new employees and dedicating them to clan related updates.

Very glad to hear about these changes; overall I think they are great. I did not wade through all the other comments so may be repeating.
It is very unfortunate that you will not be able to grant players avatar rights unless they are an admin or higher - we would like to expand who can use the avatar without blowing out the number of admins we have. Might be worth trying to find a work around (I know you can do it!).
If this is just too difficult, then it is critical to us that we can give someone the admin rank and NOT necessarily give them right to kick players from clan. If I can remove the right to kick someone at the player level then that would be a significant improvement. Even being able to allow/disallow admins (and other ranks) from kicking would help.

Both of these have been addressed before already indeed.
Avatars rights will remain with Admin+ ranks until such a time when they re-evaluate or would alter the entire Citadel Coding. This is likely to be closer to NEVER than ever at all.
The permission system is likely to have this feature integrated.

Yes, to answer your question directly.
This setting was/is something that was at the development/test phase. You can probably still see the beta plan image preview in the first post. But yes, it is intended to become a permission set option, whether or not it is set by group or by individual player name or even both is something I cannot confirm.
