I tred out wich of the scenarios I would find on w 151.
Seems it was a mix of both.
At first try I got clues for closed area peguins (Misthalin, south desert, pointy-eared, ghost town, Wildy), Kandarin and deep jungle. I did't get bloodsuckers.
I found Morty at the energy barrier just outside Ectofuntus.
I found one rock in Seers anvil and another rock in east of Draynor Manor special.
I searched Misthalin area to find the missing rock but didn't find.
Second visit to Chuck gave a clue for Asgarnia. Again running all over but no luck.
Third visit brought up notable increase on Misthalin clue so I draw a conclusion that the missing rock would be somewhere close to the border between Asgarnia and Misthalin clue areas.
I found a rock roaming east of Barbarian Village by river Lum. After following it for some time, and leading its way also, I have it now trapped inside Fally Farm loom room.
I am assuming that the rock in Seers anvil is Witchaven. Of the two other I have no idea - they might be as well Ice in Fally Farm and Diggy east of Draynor manor or the other way around

This week does not offer lots of clue surprices with just one open area roamer penguin.
Mudskipper respawns on Port Sarim clue area and is relatively far away from White Wolf Mountain to cross over west of it.
It will more likely end up in East of Draynor Manor special and activate "in the kingdom of Misthalin" -clue. Or it will stay roaming on Asgarnian and Port Sarim clue areas.
From the amazing 9 closed area penguins Al Kharid has a possibility to cross over 2 clue borders - "in the kindom of Misthalin" and "in the southern desert".
Other closed area penguins don't have any clue borders to cross. From these closed area clues "in the Wilderness", "somewhere in the kingdom of Kandarin" and "between Fremennik and barbarians" may be activated also by Mudskipper if it is roaming next to Wildy ditch, crosses over to west and Kandarin clue area or roams north past it to Fremennik clue area.
4 of the closed area penguins are located on islands and have no bordering land areas where any other penguin could roam to.

Finally some roamers again
This week we have 4 open area roamers and 3 difficult closed area roamers with two possible clues.
Of the 4 open area roamers Piscatoris, Feldip and Rellakka are western and White Wolf Mountain in the middle. Piscatoris and Rellakka will both most likely roam south from their respawn clue areas and get easily trapped in Seers Anvil (somewhere in the kingdom of Kandarin), on Catherby docks (near a mountain of wolves) or in Keep Le Faye special (near coast, west of Ardougne).
Feldip, if it heads towards south, is very likely to end up in Oo'glog boulder special and stay on its respawn clue area (near some ogres). If it starts roaming north, first trap to stop it is Keep Le Faye, but more likely it finds its way to Seers anvil or Seers churchyard special.
White Wolf Mountain has to choose from west and east. Western path will very likely lead to Catherby docks or in Seers Anvil. Eastern path will keep it roaming until it is around Draynor Manor and ends up in the trap east of it (in the kingdom of Misthalin).
Of the 3 closed area roamers 2 are southern desert. They have a possibility to activate northern desert clue when on northeast of Shantay Pass or on the northern areas of east desert. It is poissible to find one in Nardah herb shop.
Wizards Tower penguin has also two possible clues but most likely will not go back to its respawn clue (where wizards study) area when out of the Wizards Tower Isle. Instead it will stay in the Misthalin clue area and has a possiblity to get trapped in Draynor Jail woods special or in the furnace north in Draynor Village. It may also go to Varrock and stay roaming around there.

Two roamers - Eagles Peak and Barbarian Outpost. Both western and can easily end up in Seers anvil. Unfortynatelty they wear same disguises.
It is possible, but not so likely, that these would go over White Wolf Mountain or head south to Feldip hunter area.
Confusing clue possibilities.
-- "near a big tree surrounded by short people" may also be activated when a penguin is south of Eagles Peak, southwest of Gnome Stronghold and on some squares just by the stronghold fence on its east and south sides
-- "somewhere in the kingdom of Kandarin" may also be activated on the east, northeast and southeast of Falconry and in Gnome Stronghold at the east fence and also in the turtle pen

Week of 3 roamers, two western ones, Caste Wars and Observatory, and Digsite in the east.
Either of the western ones have a great possibility to roam south to Feldip area and end up in Oo'glog boulder trap (near some ogres). They may as well roam north and be found in Seers anvil (somewhere in the kingdom of Kandarin), in Keep Le Fay special (near coast, west of Ardougne) or on Catherby docks special (near a mountain of wolves). It is not impossible to find these in Piscatoris hunter area, in Rellakka and surroundings or Fremennik hunter area.
Digsite will most likely roam west and possibly end up in East of Draynor Manor (in the kingdom of Misthalin) trap later on the week. It may also go further west to "in the kingdom of Asgarnia" clue area, south of it to "near Port Sarim" clue area or to Burthorpe and "where Imperial Guard train". If it roams this much west, it is also possible for it to cross White Wolf Mountain and end up in Catherby docks, Seers anvil or Keep Le Faye - or pass these traps and roam anywhere in western areas.
Confusing clue possibilities.
-- "where bloodsuckers rule" may be activated when a penguin is at Temple of Paterdomus up to 5 squares west from the stairs and at the beacon there
-- "in the Wilderness" may also be activated when a penguin is on squares just south of Wildy ditch and behind (north of) Black Knights Fortress
-- "near a big tree surrounded by short people" may be activated when a penguin is south of Eagles Peak, southwest of Gnome Stronghold and on the most western squares just outside east fence of Stronghold
-- "somewhere in the kingdom of Kandarin" may also be activated on the east, northeast and southeast of Falconry
Changes in the area around Fishing Guild don't seem to have effected the clue border between "around Ardougne" and "somewhere in the kingodm of Kandarin". The border runs 2 squares north from the Ardy windmill.
Fishing guild fence has moved 5-7 squares south and cuts in "around Ardougne" clue area. Music inside Fishing Guild changes to atleast Voyage and Waterfall right at the gate. Both are music for Kandarin clue area, so I am assuming the whole Fishing Guild could be part of Kandarin clue area, but as it is closed and no penguin can enter, it doesn't matter in game.
Fishing guild teleport has also moved south, and is like before outside the Fishing Guild entrance.
