Since the EoC Splitbark is standard t40 tank armour as the magic equivalent to green dragon or adamant - it hasn't got any special mechanic otherwise attached, so players will replace batwing with it and change it out for mystic later. You currently can simply buy fine cloth and bark at Zaff - the latter for 1 coin per piece, so I think a fairer distribution to other content would be adequate (as you'll normally can't buy your standard materials for other skills at a vendor as well) - and I think improved loot in the shade catacombs wouldn't hurt at all. For the price of the armour I think an higher than usual price for zaff would be fair to respect the creation costs.
My issue with scare tactics is it being used to unlocked a set of low levelled abilities, that will never be available to f2p ironmen - and only much later to p2p ones. As tolna's creatures are significantly easier (even after an adequate buff) to defeat than the new horrors abilities should be received rarer, untradeable and only one at a time - while players spend their time and hone their skills as the rift is intended. I do not think it will that negatively affect the value of the tome as regular players will most likely purchase it in order to save a lot of time. Besides a completionist requirement will get certain players to earn/buy the abilities that would normally not go for it.
The deep fishing hub vendor isn't nearly as bad as it sounds first: He sells two random items per day (alongside an improved uncharted isles map (4-6 ressources instead of the regular 3-5), which all can only be bought once daily. Furthermore you'll have to wait for his spawn (as he is one of many d&ds at the hub)
