Few dragons remained on Neuva for more than ten seconds, although the influx of attacking dragons did not cease. The portals did not remain constant either; after the first wave opened, they began opening and closing seemingly at random, making the attacking dragons far more difficult to predict. While the attack seemed haphazard and likely to collapse easily, it was in fact highly coordinated and carefully executed, the Tempests' centuries of fighting alongside one another allowing them to fight in unison despite appearing to not communicate with one another.
More Tempest began gathering within the undercity, accompanied by noncombatant soldiers. With the locations of resistance fairly well-known by now, they began planting charges beneath the areas, planning to bury the troops in rubble if they could not break their resistance without heavy losses.
Nobody among the defending forces had the knowledge to break the coded messages, none bothering to attempt doing so. It was fairly obvious what the purpose of the signals were, although little could actually be done with them on the defending end. However, it did not take long for the defending force to begin using the signals to pinpoint Imperial-held locations. More specifically, they were attempting to locate any areas they had not yet located, expecting the commanding officer to be hidden somewhere forces were not concentrated to avoid death by a stray bullet.
