I would consider the following:
1) Barrows sets
Give some sets a more keen set effect. For example: 'No one' uses the ahrims, torags, karils set effects. This would balance these sets with some extra effort by the player by getting emblems. They could perhaps buy ahrims book to wield (shield) or to hold in inventory (like holy wrench) to let the upgrade work. It will make items such as ahrims hood, torag hammers en ahrims staff more valuable.
2) Upgrading in general
I think the upgrade shop of Nightmare Zone works really well. This works better than introducing new items all the time. New items every 2 weeks is what bothered me at rs3. I also think set bonuses are an interesting feature which is not yet used to Its correct maximum (Full graceful Just passed the poll though). Think of Full guthix, sara, Zammy, gilded, God robes, 3rd age, upgrades. In every set there is at least one item which is devalued greatly at the moment (except 3rd agr mêlee set). This will bring these items to a new life.
An extra item in your inventory needed for the upgrade, like holy wrench is also an inventory space investment. Downside is that other players cannot see the effect this way.
