I personally feel that the original change (all accounts get clues in their region) if
1. They are at relic tier 4 or higher,
2. Do not have an area choice available relative to their amount of completed tasks (in other words, if they have 140 tasks completed, they have to choose two areas) before being able to solve a clue step
3. Give Treasure Seeker choosers a sort of compensation. Like allowing choice of tasks without increased superior rate OR the same superior rate without task choice (my preferred one).
Alternatively, this can be a change ONLY for Treasure Seekers, as it targets content meant to be made better for them. While it could be seen as a major buff, I think that the interpretation of the relic choice already implied clues would be easier, and it would be nice to have a valid choice between the two relics. Unnatural Selection is, by far, superior than Treasure Seeker. It is almost as bad of a relic to pick (currently) as Fairy's Flight in the second tier in terms of relative value.
Barring these, I think no changes should be implemented. Allowing clues to "save steps" will still be stronger for Unnatural Selection as they can generate clues FASTER than Treasure Seekers, thus still benefiting more from a change not directed at them.
