I went with the slayer perk, but if people doing clues are unhappy about slayers also being catered for, would it be a fair balance that if a clue scroll couldn't be completed in one go, and needed to be dropped, it would keep the 'Steps Completed', but would also ALWAYS be maximum length?

So a beginner clue would always be a 1-step for Clue people
If a slayer got lucky and got a 1-step clue, they'd get the casket, but if they had to drop it on the second step then steps would not reset, but would ALWAYS have a 3rd step.
(I think Beginners are 1-3 anyway? I've returned to OSRS for this League so fine details may be off a bit! haha)

Means a Hard/Elite/Masters etc would actually be possible, but would still take a lot longerto complete

So.. I came back to RS after maybe a 10 year gap, only because I saw Asmongold play it. I definitely didn't dig into the relics or even the areas when I unlocked them, but its been pretty rough getting end-game content items and its frustrating that I haven't been able to complete any clue scrolls above Easy (I've done maybe 10 Beginner and 5 Easy), because of some item that is needed and can only be obtained in the Kandarin region or because the answer is in the Wilderness and all of this is only being discovered after solving the clue itself. If I'm following the coordinates or the map or whatever the Puzzle is, I think its fair that I should be able to complete it the whole clue scroll. I picked the Slayer Relic because it looked like there were more League Tasks that could be completed by leveling Slayer. Now Im getting content locked because I can't get anything good or useful from Clue Scrolls, namely GWD items.

The update post was a bit confusing for me. Right now, unnatural selection is a bit overpowered compared to treasure seeker. Treasure seeker should have the ability to only get clues in the areas you have unlocked, with items available in the area. In my opinion, that would make it more balanced. It gives people who want to complete as many clues as possible the ability to do so if they pick treasure hunter, whilst allowing people who prefer slayer the ability to do it more efficiently. I personally picked treasure hunter, but I had to drop over 29 of my 31 hard clues before getting a casket, and the high majority were dropped after opening the scroll box. If the proposed update is for both of them, then I believe treasure hunter would still be at a disadvantage compared to unnatural selection, because all we have is the ability to get the minimum steps, a 1/20 drop rate, and the ability to stack scrolls. I could be wrong, but that doesn't seem like a good balance. When life gives you
lemons
, keep them because hey, free
lemons
!

I completely agree with something needing to be done about this clue relic. I chose it knowing that there would be some restrictions preventing me from completing clue scrolls, but not being fully aware that the most common restriction would be the areas. I would be happy with the saving steps idea, or if possible a relic swap. The amount of time lost to trying to complete clue scrolls, and ending on the 3rd step to find out you have to drop it anyways is driving me nuts. I've had to drop about 30 clue scrolls at some point during the search before I complete one, which takes hours.... Please do something about this issue. Thanks.

I don't feel looking at the hiscores right now is an accurate representation of how things will turn out. I'm treasure seeker and I like probably many others am saving all my clues for three reasons:
1) Easier to complete later on with account upgrades (e.g. max cape, rare items for emotes, etc.)
2) Bracing for potential changes that make them easier to complete
3) Stacking up many to make them easier to juggle (especially higher tier clues)

With unnatural selection you don't have that ability, but that's how the relics work.

Sure, I could complete 10% of my 100 elite clues right now, but if it turns out they make them 100% completable that is a waste.

By the end of the league there will be master clues completed by treasure seekers (without any changes implemented). If I can secure ~60 master clues, that is pretty much guaranteed at least one completion (say ~10% chance to complete individual step, 6 steps for minimum # steps).

I picked the clue relic, as I have always been one to enjoy clue scroll hunting. I will also admit, I had not realized the fact that the scrolls would not always be completable as was the same with Zeah. I am willing to say though, that I do believe the previous proposal may have been a bit.. unbalanced. Because of this, I agree with the new terms. Saving clue steps makes a lot of sense when you are given clue scrolls, since the areas are unlocked. I find it a perfect compromise to the over-powered level that the original proposal of only giving clue steps for areas unlocked was.

For everyone in this thread with clue relic having a hard time finishing clues, there are video guides on how to juggle clues. As long as you save and juggle every step that's possible in your region, given the setup of stash units before attempting clues harder than you are willing to risk losing, you should be able to complete at least 60% of your hard clues. The 2nd update offers no change to that percentage, but negates the need to juggle, while the 1st proposal boosts that to 100% and negates the need to juggle clues. The 1st proposal is better for everyone, but both massively favor unnatural selection. Regardless of the option, which I feel is a necessary step to making clues enjoyable on leagues, treasure seeker needs a buff to make the relic feel worth picking as the relic for those who wish to do clue scrolls.
