Todays gamers aren't happy with things remaining as they are. The fact is OSRS was brought back for a reason, and it should remain unchanged to maintain the validity of that reason.
Todays gamers want instant gratification for their hard (if you can call it hard) work. They aren't happy unless they have enormous amounts of gold, or items that put them near superhero/god-like status.
What we have now, is a group of players coming over to play OSRS from EoC for the first time, that are now going to play OSRS simply because there's content being added not found in the EoC version. These players are now going to vote on future content and twist the game into their own little RS playground.
I have game systems that date back to the early 80s. I have Nintendo, Super-Nintendo, GameBoy, GameBoy Advance, Turbo Graphics, Sega, Sega CD, Sega Saturn, Playstations 1 and 2. They all still work fine and over the decades I've played a lot of games and beaten them. Some games we good enough to play several times. Some games got old and boring, and some were even too embarassing to mention.
The point is, even though those games aren't being updated, and when I'm bored, I turn to those games upon occasion. And guess what? I'll play them again, some for the first time in years, and next thing I know, I've spent the past 6 hours button mashing on a joystick and found that I wasn't nearly as bored as I thought I was.
OSRS should remain as is... Old School, locked in time, and never updated. If player-base drops off, Jagex can remove a significant number of servers and OSRS can fall into the same category as RS Classic, where some people will still play it, but most will go back to playing EoC because of lack of updates.
