Most of it looks good to me, a few things though:
1) The section about flaming seems a bit odd, IMO if you're not mature enough to take a little heat, you shouldn't be in the kitchen...
2) Also, the last few sections seem to simply state the problem... Was that intentional? Is there really no possible solution on the horizon? I personally would like risked untradables to always turn into GP, people shouldn't PK in anything that they would be upset with losing.
3) Rune Fountain - If this just hands out free casts to everyone, it seems to me that it will be filled with no-itemers who just run up and autocast barrage.
4) Revenants - I personally would like a shot at getting degradable stuff (Statius/Vesta/Morrigan/Zuriel), or something along those lines, doesn't last forever but is good and powerful while it does last.
5) Fishing Spots/Ents/Drags in Multi? This makes absolutely no sense, if the fish/bones don't stack or come noted, why are they in a multicombat area? If you can't take out someone with an inventory full of useless raw fish or bones alone, or someone collecting noted logs, you shouldn't be in the Wilderness. Also on the topic of fishing, the spots shouldn't be that isolated from a bank source, or they will certainly be dead content. I would bring them down a bit along the coast, since (unless they come out of the water noted) there will be very few people wanting to run such a long way for 26-28 raw fish when they have an equivalent in-game already (tuna potatoes).
In summary, the Wilderness Food Chain should be kept as the number one priority when devising this new plan:
Big Clans>Small Teams>Single PKers>Skillers
It is important to give skillers at least a bit of defence against the teams, since they already have a tough time dealing with single PKers.
