The concept of risk and reward applies to real life as well as Runescape.
As for your point of new risk/new market, on paper it may seem like a good idea. However, the type of risk this entails is not on par with the rewards. There is 1 fishing spot, 1 resource area, etc. That is way too predictable and easy for PKers. If people know that this is the ONLY place to obtain such an item, people will camp there I guarantee.
The risk of PvP should reward by providing an enhanced rate of obtaining already-existing resources or provide a higher exp gain. Content itself should not be limited to this type of risk. I'd rather try to survive against one of the GWD bosses than a PKer. That's how dangerous this place is.
Besides clues, I don't know of any higher level (desirable) content being limited to complete PvP risk. That should already say something.
Question is, how do you know it won't be on par? Answer: You don't.
The point in this proposed update is to create, for the most part, exclusive resources (to make it scarce) to open up a new market, allowing for others to profit by taking the risk of being PKed. With this scarcity, assuming people want the stuff, will create a demand that supply will have trouble to keep up with.
Scarcity + demand = high prices.
On note of Danger: I will refer you to the dictionary definition of Wilderness, then try to tell me that the Wilderness is supposed to be a peaceful, happy place for skillers.
Risk is still risk, no matter how you try to cut it (in other words, there's no relevant difference between PvM risk and PvP risk (Crashing in PvM, getting chased away/ PKed in PvP, you are taking the risk of not getting any drops and/or dying)). Also, considering a lot of armors and weapons and are exclusive to high-risk areas (looking at you D2H as an example), the logic doesn't follow.
Therefore, Risk + Reward is an invalid concept.
