ohhhhhh and if the skilling pets pass 99 skill capes should give a nice bonus chance at getting a pet from skilling granted cmb capes wont have same luxary
perk - From the first hit from every monster, wearing the skillcape you will take Zero damage? Something along those lines.

liked the idea till I thought hmm monster hits me wit a 0 take cape off n put back on next hit would b a 0 right ?
Woodcutting/Mining cape:
Gives a chance of cutting/mining 2 logs/ores at once.
Gives a chance of getting noted logs/ores when cutting a tree/mining a rock.
I feel like cutting a tree or mining a rock with level 99 doesnt make that much of a diffenrence so there could use more meaningful effect than just a boost to 100. Especially woodcutting skill hasnt been updated yet/added anything (compare mining -> motherload mine). It really does need some new content
I really like this idea! I feel we are being a bit stingy though, after all, 99's are difficult to get! Particularly the max cape! I have a few suggestions
Ranged Cape - Maybe you could use ava's accumulator with the cape, which could change the graphics of the cape slightly, so it appears a tad bulkier as though you are wearing a back pack? not necessary but a nice touch I think. Using the accumulator with the cape enables the perk!
Fire making Cape - Didn't really read what was already suggested, but the first thing that springs to mind is an unlimited light source.
Fishing - Maybe a separate section added to the fishing guild for skill capes only? Maybe a huge cave with either a) lots of various spots of already existing fish, so you can fish whatever you need from the guild pretty much. OR b) maybe bring out a new fish which requires 99 fishing and can only be caught in this special area. Untradeable perhaps?
Smithing - Half the number of bars needed to make said item. Might actually bring a profit back to smithing? Even if this was limited to so many items a day, I think this could be useful....
Herblore - 100 potions a day (could be any number) made into (4) instead of (3).
Fletching - A new bow can be made whilst wearing the cape? Struggling for this skill tbh.
Woodcutting - Could tie in with fletching, release a 99's only area with a new tree or again, like I said with fishing, a selection of already existing trees which means you can get all your logs from one convenient place.
Also, has nobody thought of a combat cape as well as a max cape for people who don't really skill? (doesn't apply to me, but we should try to keep everyone happy!) and maybe vice versa with a skill completionists cape (i.e all skills excluding combat)

that sailing skill cape look pretty awesome just sucks it did not pass but was nice to see its cape look the skill symbol alone would made me get 99 sailing lol and the perks sounded awesome too !

A few ideas:
Herblore - Ability to decant potions into 4 doses via operate, like the NPCs at the GE and Nardah, creating 4 doses outright or saving secondaries perhaps seems a bit
too
useful?
Woodcutting - More birds nests/better chance of higher level seeds from nests (shouldn't affect nests obtained from trading giant mole parts though)
Crafting - Provides unlimited thread whilst worn, sort of makes sense if you imagine the cape itself made of some magic self-replicating thread
Fishing - Small bonuses whilst on the Trawler (e.g. larger catch, less junk items etc.)
Runecrafting - Could do with a bonus related to the abyss instead, to make it used more frequently perhaps act as an unlimited abyssal bracelet to prevent skulling or a free pouch repair (once a day?)
Anyways great idea for an update, skillcapes do really need to be more useful!
