A lot of these effects provide increases for a skill that, once at 99, a lot of people will no longer bother to train. For example, why would you want double xp from gold bars when you already have 99 Smithing? There are surely faster ways to get 200m Smithing xp, although most people focus only on getting 99 and stopping there. Slayer Cape buff seems a bit pointless, unless you get Kraken Boss.

I think the focus needs to be shifted so that they're actually useful things, not just "because".

I like the above ideas for Agility, Prayer, Ranged, Cooking, Firemaking, Farming, Woodcutting, Hitpoints, Runecrafting, Defence and Magic, although I think being able to cast Spellbook Swap 5 times would be fair.

How about updating some of the emotes?
Some of them are quite unimpressive. Agility, Hitpoints, Fishing - all great, but what about Firemaking, Herblore, Slayer, Magic? These capes could have much cooler and creative emotes. Like for Magic, how about being able to levitate for a short while like the Moonclan people?

1. For the Attack Cape, I think it would be nice to have 1-5 free teleports to the boss of your choice per day. It's hard to think of ideas for the combat capes; however, I think this one would be good to have.

Teleporting to dangerous areas (GWD, Wilderness, etc.) could have a warning on it, or these could just teleport to the closest safe area to the specific boss chosen.

2. For the Strength Cape there should be 1-5 free Special Attack restores per day. Once again these are hard ideas to come up with, but here is my best one for strength atm.

Since Strength is what melee hits are mainly based on, why not add some free spec restores for players with 99 Strength so that they can unleash a lot more POWER on their enemies (or friends).

3. For the Fishing Cape I would like to see it add a boost to sharks so that 10% more sharks are caught. Sharks are slow to catch, and I feel having 10% faster shark fishing would be very great for people that have worked hard for their 99 fishing.

I don't have 99 fishing, just thought this would be nice for everyone that does.

4. And finally my suggestion for the Sailing Cape. If anyone just happens to obtain 99 Sailing, give them max cash IRL (no RWT intended). :)

YES PLEASE! This is one of the good RS3 updates that I would love to come to OSRS!

Sorry. After reviewing past comments. It would seem you are with a mental capacity that of an ass. Where i come from intelligence is not measured in runescape knowledge.
That being said. If you still think your herblore idea is better than mine. (Your's the second worst i've seen. The pestlar and mortar is even better. At least it is not thought of by an imbecile.) Then you can suck a donkeys reproductive organ.

Can we please not add anything that increases exp rates from these capes. Personally i'd like to see them left well alone as they were in the good old days we're trying to replicate.

Can't we just say that it will require an Engine upgrade and just write the subject off? :P

This is my first forum post ever - and I just wanted to let you know, that I am rather a conservative player when it comes to updates, but I totally love this. That is an amazing idea. Just the defence cape bonus seems to me a bit too OP, I'd much rather supported the above suggested idea - first hit of every monster is zero, which seems still useful, but not that overpowered...
