I think each skill cape perk should somehow benefit the regular usage of that skill itself. Similar to a quality of life update in its own way but specifically for that skill.
Also, please do not add the "daily once/twice a day" to any of the capes. An operating perk is fine (like to teleport somewhere) but not "dailies".
In addition, the cape perk should benefit the REGULAR usage of that skill itself and not like the rare usage. For example, the magic cape swap spellbook once a day is somewhat rare and isn't used everyday. It should benefit the everyday usage of magic like teleporting or damaging spells. (For example, it can act as a staff of air, etc. and the player can set it to whichever basic element they want.)
Slayer cape; Should act as a slayer helm as players usually have to use slayer helms anyways for tasks; this would act as a quality of life perk for them and it's not asking for TOO much, considering the fact that getting 99 slayer is much more difficult as compared to getting 99 cooking. (The 99 cooking cape perk is actually better than the 99 slayer cape perk which seems silly, no?)
For herblore, an additional boost to using potions is not THAT much to ask for. (For example an additional +1 stat bonus with any potion that you use; it's just 1 more point and doesn't completely break the game) A bonus of making potions FASTER imo is pretty useless; I believe the average player would probably leave the skill at 13m experience and leave it at that. Also, it would throw off players because they're not used to shortening of time it takes to make a potion. The cape itself should somehow benefit the usage of potions itself, not producing them.
Fletching Cape; Being able to fletch without the need of using a knife or something?
(I believe some capes should be given a greater degree in the perk as compared to some other capes as some capes are way easier to obtain as compared to others; ie slayer and maxed cape)
