Attack: give a small chance (2%?) of ignoring target's defences similar to the verac set when using melee. Wouldn't work against players
Strength: increase your maximum melee hit by 1 (I think this is the equivalent of fire cape's +4 strength)
I don't think these would be overpowered and the combat capes should have an ability other than teleportation
