I like most of those however here are my suggestions & improvements.
Herblore
- I suggest having the ability to clean a full inventory of grimy herbs in 1 click via the cape 2-3 times a day.
Fletching
- I suggest having the ability to fletch a full inventory of logs into unstrung bows in 1 click via the cape 2-3 times a day.
Smithing
- I suggest having a chance of halfing the amount of coal you use when smithing a bar, for example when creating a steel bar you have a chance of using 1 coal and 1 iron instead of 2 coal and 1 iron. This wouldn't work at the blast furnace.
Fishing
- I like the idea of increasing how many you catch however I think just saying an X% increase in catch instead of bumping up the actual stat.
Max cape
- Either give it nothing or give us to option to chose 1 perk a day, do not give us everything.
Runecrafting
- I suggest it should be a bit like the wicked hood in RS3, providing 2-3 teleports to runecrafting altars every day.
Hitpoints
- I like the idea but I think x2 all the time when wearing it is too much, perhaps 1.1x-1.5x
Construction & Hunter
- I think 5 is a bit too much, 3 would be better.

Finally we have signatures in the surprise forum update. I'm Lewis, I play Old School & I've been playing since 2005.
Perhaps thieving cape should give a 5% benefit independent from the ardougne diary reward? More often than not a person with 99 thieving would have completed hard ardougne diary, the requirements for that are quite low considering
I was thinking something like this:
Herblore cape- automatically drinks potions when you skill boost goes down to a certain level that the player can choose, or acts as a free skill boast equivalent to a combat pot with a cooldown
Smithing cape- noted bars at metal dragons
