Some suggestions:
Herblore cape: 5% chance of keeping primary ingredient to potion when made.
Hunter: automatically provides bonus of smoked traps (or gives same type of bonus as the outfits but globally (e.g. larupia set)
Woodcutting: less chance of chopping the tree down when you obtain a log
Cooking: prevent from burning anything except dark crabs
Smithing: small chance of retaining primary ore, or requiring less coal for mith, addy, rune (1 or 2 less?)
I also think a guild overhaul would be great! There are already some guilds, but not for all skills, and not all are very useful. Even for skills that you wouldn't think a guild would be useful for, it would at least be a place for people to hang out/train together (not xp boosts for group training, but a good/social training area at least). The tough part would be figuring out where to put them...
