Attack and Strength: Instead of teleport, maybe Attack could double stat boost while on accurate style and Strength could double while on Aggressive style? (Note: this is the +3 boost from using the style)
Ranged: I worry that this could be too useless since it lacks ranged attack and/or too useful since it gains prayer. Unsure what to do about this.
Runecrafting: Either counts as all Talismans or never fail obstacles in the Abyss; the former makes more sense than the latter.
Construction: Ability to enter your POH from any portal while wearing the cape. You still exist at your house's location. It can only work for your own house and not for other player's as well if it seems too good.
Agility: Acts as a Graceful Cape but gives the same Weight Reduction as a Spottier Cape, so a little better than a normal Graceful Cape.
Herblore, Fletching, Smithing: 5% chance to Mix/Fletch/Smith quicker. In RS2, the Varrock Armor gave you a chance to smith an item at double the normal speed; this could affect exp rates slightly but overall seems a nice little buff.
Crafting: Same as the one above perhaps? The Teleport may be too powerful since the Crafting Guild has a bank chest, which could devalue Rings of Dueling.
Thieving: Instead of tying with the Ardougne Cape 3, maybe it could give a slightly higher chance, like 15%?
Hunter: Hunter could use something better than teleports; maybe it could always treat your traps like they are smoked?
Mining: Seems a bit useless since you can already just wear Varrock Armor, even with Prospector after the Elite Diary. Also, the Elite diary gives 10% chance of 2 ores on runite; the cape only specifies to Adamant.
Fishing: Maybe it could have a chance not to use bait (not very useful, I know)?
Farming: 5% chance to get your seed back from dead, non-tree crops instead?
Also, Max Cape should only get 1 at a time; or only get to pick 1 combat at a time. Prayer, HP, and Range at once is a bit much.
