I like these skillcape ideas to make them a bit useful :)

Just a few ideas...

Fletching cape : Maybe make it so you don't need a knife while fletching items

Firemaking cape : Make it to where you don't need a tinderbox to light logs.

Herblore cape : When worn, drinking a potion will further increase the stat by another +2. Example: drinking a Super strength potion at level 99 Strength would increase the boost to 120 instead of 118.

Smithing: Ring of Forging and/or reduces the coal required to smelt bars by 1 or 2 (Does not stack with Blast furnace)

Herblore: All potions are made with 4 doses instead of 3 (Maybe make it a chance thing)

Hunter: Ability to set +1 trap, I personally don't like how so many capes are just a teleport.

Agility: Maybe add the ability to use the crossbow shortcuts without the required items. Still need the levels though.

Construction: Perhaps gives you a toggleable option to make home teleport send you to your house.

I think the unlimited teleports to the Warriors guild for the Attack/Strength capes are pretty worthless. The only thing you'll go there for is to buy a new cape/possibly to use a bank once you're at those levels. That being said, I'm a noob and don't have any better suggestions at the moment.

I also think the Smithing boost is lame as well. I don't know about everyone else, but I know for myself that post 99 Smithing I'll most likely be doing Rune items as opposed to Gold ore. Once again though, I'm a noob and don't have any better suggestions at the moment.

Would like to add that the range cape would be so much better if it also had the Ava +4 range as well as acting like an accumulator. I feel as if 99ers may still choose the Ava over cape because of this when bossing or PvPing.

As for the Max cape, make it so you can add the stats of any cape slot item to it. If you add a Fire Cape to it, the Max cape takes on the stats of the Fire cape. Then you can take the Fire cape off of it and add an Ava's accumulator, and it acts as a Ava's accumulator and looses the Fire cape stats.

You could make it so this doesn't work in pvp, and it wouldn't actually give any bonuses/stats that weren't already in the game.

Attack and Strength: Instead of teleport, maybe Attack could double stat boost while on accurate style and Strength could double while on Aggressive style? (Note: this is the +3 boost from using the style)

Ranged: I worry that this could be too useless since it lacks ranged attack and/or too useful since it gains prayer. Unsure what to do about this.

Runecrafting: Either counts as all Talismans or never fail obstacles in the Abyss; the former makes more sense than the latter.

Construction: Ability to enter your POH from any portal while wearing the cape. You still exist at your house's location. It can only work for your own house and not for other player's as well if it seems too good.

Agility: Acts as a Graceful Cape but gives the same Weight Reduction as a Spottier Cape, so a little better than a normal Graceful Cape.

Herblore, Fletching, Smithing: 5% chance to Mix/Fletch/Smith quicker. In RS2, the Varrock Armor gave you a chance to smith an item at double the normal speed; this could affect exp rates slightly but overall seems a nice little buff.

Crafting: Same as the one above perhaps? The Teleport may be too powerful since the Crafting Guild has a bank chest, which could devalue Rings of Dueling.

Thieving: Instead of tying with the Ardougne Cape 3, maybe it could give a slightly higher chance, like 15%?

Hunter: Hunter could use something better than teleports; maybe it could always treat your traps like they are smoked?

Mining: Seems a bit useless since you can already just wear Varrock Armor, even with Prospector after the Elite Diary. Also, the Elite diary gives 10% chance of 2 ores on runite; the cape only specifies to Adamant.

Fishing: Maybe it could have a chance not to use bait (not very useful, I know)?

Farming: 5% chance to get your seed back from dead, non-tree crops instead?

Also, Max Cape should only get 1 at a time; or only get to pick 1 combat at a time. Prayer, HP, and Range at once is a bit much.

Got some more suggestions (these are all my suggestions all on 1 post):

Herblore = When making potions it'll become a (4) instead of a (3). (Jagex pick the % of how often this happens).

Fletching = Strings some of your bows when cutting a log into a longbow (u) (this will not take any bowstrings out your bank etc.) (Jagex pick the % of how often this happens).

Hitpoints = Theres less chance of being venomed. (Jagex pick the % of how often this happens).

Strength = 4 Strength bonus (if not 4 can it be 2-3 since strength is trained for max hit and strength bonus does increase max hit).

Attack = More accuracy on the capes bonus? (I'de like to maybe see it as +5 or maybe same as ardy capes.) :)

Slayer = Works as the Slayer Helmet so you won't need nosepeg etc. and players can use serp helmet.

Fishing = gives more XP per fish like anglers (this will mean ironmen can get the outfit too since we can't do trawlers).

Mining = Same as prospector aswell as the effects it's already got.

Range = Can Range Cape be given same Range accuracy as Ava so players will use Range Cape over ava?

Firemaking = Not only works as the light source but can it also work so you won't need a tinder box to light the logs (make it a left click option).

After reading some more on here, I genuinely believe that many players will be super unsatisfied with whichever perk gets picked for each skillcape.

Would it really be so bad to have more than 1 perk per cape, if they were small?

E.g. Range cape: +4 range att bonus, AND can pick up arrows like Ava.
Construction: 5 daily teleports to POH AND no butler cost.

After all, 99 does take a long time to get.
