I like many of the ideas.

For HP cape it could tele you to the duel arena near Surgeon General Tafani, which would be useful doing clues.

The herblore cape could tele you to Kagemeex.

Would it also be possible for people to have the choice of toggling on or off on the shoulder wings? I've never liked them and hardly ever wear a skill cape because of it.

For strength how about add +2 str bonus? :o it isn't to much difference..and 95% people aim for this as their first combat 99 due to giving a max hit increase so it's very usful for a 99 and +2 str bonus is only like 0.5 max hit increase (which is very low).

Theres 1 issue with Attack effects... look up players like "televise" you can see they're very low Defence which means they can't use defenders .. why would he need an effect that involves cyclops that he'll never use :( while other skills relate to every build.

I honestly think giving it like +5 accuracy on all melee isn't much difference and would be fine ..while +2 strengh bonus on strength cape is not to high or low so should also be fine :) .

I'm not sure about the prayer one, as it is not a perk on it's own, but only useful with prayer potions. And people would still use fire cape over it on combat.
How about this:

Prayer Perk:
When not using a prayer, prayer points regenerate.
(Possibly at the same rate as hp)

I think the Firemaking cape should also act as a tinderbox, saving us one invent slot (so we just click the logs and they burn.

I agree that the Herblore Cape and the Fletching cape ideas are a bit poor.

Herblore:


- Maybe allow it to clean all the grimy herbs (5times a day? or something..)
- Allow it to fill vials up with water?
- Along with the Herb Sack, allows the herb sack to hold a larger amount of herbs?

Fletching:


- Acts as a never ending sack of feathers? lol
- Acts as a knife isnt bad i guess...
... yeah, no idea.. hopefully others will think of something.

Anyway, looks great. Loving this change to the capes. So far, i rarely ever put on a skillcape unless its to help my fashionscape.

Slayer cape, should act as a teleport to slayer caves, dungeons etc. or have possibly players not be required to have a task to attack certain monsters.
Herblore, the idea that potions created could have (4) instead of (3) sounds awesome.
Fletching, the chance for people to create fletching items quicker or two at once?
Prayer should act as an one recharge altar, with an increased prayer bonus for the cape itself.

No one in their right mind will use the range cape over Ava's if there's no offensive bonus. I don't see the point in making the range cape a poor man's Ava's when Ava's is so easy to get, it seems backwards. It actually needs to provide the stats and effect of Ava's plus some other perk to actually be worth using. If you are are going to leave Ava's as the best in slot cape for range combat, make the perk on the range cape unrelated to combat so there is at least some use for it.

Attack/strength certainly lack, but the same with a lot of the capes.
Even defence is lacking however useful.

Seeing as we're using "perks" here, why not add something like

Defence - provides a 1-2% boost to your armour's defensive stats (nothing huge, but still beneficial. Could also incorporate the ring of life idea).

I think thats a prime example of a platform for the combatant capes. (in fact it could possibly be better making a combat cape instead)

As for the skilling capes, it should be something a lot more useful/relevant to the skill.

Herblore cape - 5% chance of saving a herb. (useful)

Smithing - Gold-smith gaunlets and chance of saving ore/bar by 3% (its little but useful!)

Hunter - 3 Red/black chin teleports a day 4% chance of trap being baited.

This is a base platform of possible ideas that can made.
