Att - Special Bar fills slightly faster?
Str - Any 0s that are meant to hit become 1s? (If even possible)
Magic - Either some sort of tele. Or a spell book swap once a day?
Herblore - As someone else suggested giving a chance of making a 4dose potion.
Slayer - Get to pick your own task once per day.
Farming - If worn when planting reduce growth time by a small percentage. Or when equipped all farm patches are like normal compost.
Fletching - When making ammo get a random chance to create 1-5 (adjustable) more.
Woodcutting - Some trees last slightly longer
Fishing - Ability to fish at any type of spot with your hands (no rods, nets or cages needed).
Mining - Some ores and veins last slightly longer

Love them all except Fletching and Herblore, I like the idea of the chance to make two items at once from one material for Fletching, but this would happen simultaneously, so one log could turn into two bows at once. For Herblore, a chance to make a (4) potion instead of a (3), a 5-10% chance on each of these. Also, the Hitpoints cape should stack with the rapid heal prayer, because another item, the Regen brace, also stacks with the prayer but has the same effect, together they have a x3 restoration rate, so with the cape, the bracelet and the prayer it would x4 healing, which sounds OP, but remember only people who haven't done RFD use Regen braces, so overall most people would be using a x3 restoration rate with the cape + prayer.

for herblore i say for every single potion created, there's a small chance of the herb currently being used to randomly drop from the cape - either on the ground or into your inventory.

for fletching you could have a chance of making a superior (s) bow that has a tiny stat increase and more high alch value than a regular bow.

for instance:

regular mage short bow - +69 range atk, high alch 960 coins
(s) mage short bow - +71 range atk, high alch 1550 coins

Herblore skillcape perk suggestion - Faster unfinished potion making? Maybe even double the speed.
This is the main part of herblore that you feel like you're wasting time because you're not gaining any xp whilst doing it and therefore, speeding that process up would be welcomed by seasoned potion makers, I'm sure.

I don't believe that there should be any "chance of not using a herb" or "chance of making two potions at once" because it will considerably affect the economy like the scroll of cleansing did in RS3.

Would be neat if the fishing cape acted as all forms of fishing equipment and bait. Fish at any spot with nothing in your inventory.

Although I imagine it might be awkward if you have barbarian hand fishing and might not actually want to use... or do actually want to use it.
