I think the majority of concerns for Sailing go as followed:
1. People don't want building ships to be too overpowered (exp wise) and want a reliable money sink.
2. The actual act of "Exploring" needs to be implemented correctly.( I'm thinking click-to-move boating with tons of open pixels to explore.
NOT
a map simulator.)
3. Needs a unique method of training combat and experiencing pvp. (Combat exp rates should not be the best method in the game, BUT should provide something unique and valuable whether that be items or otherwise.
4. Needs random generated dungeons that CAN be played with friends. These should be somewhat challenging and provide a final boss at the end.
5. People want implementation of an assortment of skills: The possibilities are endless here and I think jagex will have this covered.
6. Somewhat unspoke of, but I think would be an extremely valuable contribution with the skill, would be giving "Niche" items a role in the modern game. Whether it be adding venom to rune claws or creating a solid use for javs and throwing axes, if feel people want some of the more "useless" items to be given new life.
7. New items! This one is quite obvious! Some of my personal ideas:
*Flare gun: Use to create a multitude of randomized "ghost" white dots on the minimap. (could be used to scare people in the wilderness)
* Scurvy healing food: a food that heals hp as well as poison effects.
* Anchor and chain: Requiring massive attack and strength levels the player wields a chain attached to a barrelchest anchor for devastating effects.
* Upgrades to current Bandannas, eye-patches, and pirate hats to include your personal pirate flag!
* Parrot variant of current Hunter Falcon: Used to catch monkeys which hold rare fruits and trinkets located high in the trees on tropical islands.
If these terms are met I think people will happily allow this skill to pass! (Not including my item ideas obv
