Yeah it does sound like a minigamey skill like dungeoneering and they'll no doubt pad it out into a grind with sea monsters and ambush events that repeat over and over until you unlock the next set of stuff. But, I think there's a lot of potential here if they manage to make a huge ocean map that can be explored with others, in addition to all of the instanced stuff.
I think a cool addition would be to allow players to save a randomly-generated instance and share it with other players. If you discovered an island or patch of water that really stands out - maybe it has an exceptionally good placement of resources, or a new farming patch, or the inhabitants have a nice drop table, or it's shaped like Armadyl's butt - you save the directions so other players can use them. And maybe to keep it from stagnating, the island would be drained over time and become less useful, to encourage abandoning it for a new one (so you can't just hitch a ride to diamond-runite island and mine all day for mad xp and cash). Think of it like a temporary POH. It'd probably be really tricky to implement, though...
