I agree with you.. the community only wants it for 1 reason.. lets say if summnoning and dungeoneering was voted back in the days they were braught to RuneScape do they seriously think it would of passed? no because the content was "new" and community crys over that.. thats whats happening now if Sailing comes without a vote they'll all like it if it's given a vote they'll all vote no.. thats the issue with the poll booths on every single update Jagex are depending on a community that won't allow a change.
Also I think the fact Jagex limit themselves to poll booths all the time makes it hard to please the community since we get no surprise updates which were so fun logging on and seeing what was new for ourselves instead of being warned about it
